.j <br />3) Tire Ameriea (formerly Hyperstore), 25853 Lorain Road. <br />Proposal to renovate an existing building for a retail facility. <br />Mr. Howell and Mr. Sherlock, represcnting Tire America, presented a revised site <br />plan which included additional landseaping, a 10 foot landscape buffer,. and <br />handicapped parking spaces are shown. `The coluam with the red trim facing <br />Brookpark Road will be eliminated, a glassed in display area and a door will be <br />added. The service area is entirely enclosed with garage doors at both ends and <br />the dtnnpsters are inside: Cha.irman Gorris asked why, since they are part of <br />Sears, they did not go into the mall area where there is a vacant Firestone <br />building which would be closer to Sears and adjacent to the interchange. The <br />developers preferred a building away from the main store and this building is <br />newer and easier to retrofit. Mr.. Orl.owski believed that the traffic pattern <br />coulel be reversed so that the cars.could enter on the north side and exit from <br />south side which would eliminate an 'entire bank of parking. Mr. Howell explained <br />that the handicapped spaces had to -be next to the front door because of ADA <br />regulations and it would be difficult to arrange the interior with that traffic <br />pattern. He also stated that the front of the building (facing Brookpark) has <br />their store front with a display inside which is especially necessary si.nce the <br />building is not visible from the onl;y entrance drive on Lorain. Mr.. Tallon noted <br />that the building is setback at least 100 feet fron the paving, and doubted that <br />this display could be seen from Brookpark; their sign could sti11 be on that <br />elevation. He did not think that customers bought tires on impulsee Mr. Howell <br />stated that they had a similar type situation on an interstate and it does work. <br />The glass area is 26 feet wide and there were some hanging displays which would <br />be visible from the road. Building Gommissioner Conway explained that they are <br />requii-ed to have 41 parking spaces and are provid.ing 58. Mr. Tallon advised that <br />there could be no entrance on Brookpark Road.. The representatives were aware of <br />that, but if they could have the visual image of the company facing Brookpark, <br />they believe this facility will work. They do not plan to apply for access onto <br />Brookpark. Mr. Thomas asked if they would agree to a restrictive covenant stating <br />that they would never apply for a Brookpark access. Mr. Howell stated that they <br />would agree to the restriction with the condition that they could have access to <br />a service road if one was ever installed. Mr. Thomas responded that the <br />Commission would encourage a service road and would have no problem with an <br />access to one. He questioned if they had approached the owner of an adjacent <br />shopping center for access through his parcel. They advised that they had and <br />were denied. They further explained that the old tires were stored inside and <br />disposed of by a licensed contractor, and that no merchandise was displayed <br />inside. Mr. Tallon would also like the restrictive covenant to state that if they <br />ever abandoned the store they will return the new paved area on the south to <br />grass. Mr. Gorris also questioned why they needed parking on the south. Mr. <br />Orlowski stated that they could still have their sign and display area without <br />having the pa.rking area in the front and bringing cars from the north to the <br />south side to enter the building. Mr. Howell responded that all of their panels, <br />columns and signs were designed for that particular sales pod. Mr. Skoulis and <br />Mr. Orlowski would like much more landseaping than is shown, specifically some <br />Australian pines off to the side and a berm with plantings. It was agreed to a 3 <br />foot berm with some honey locust and pines and some higher mounding in places. <br />Mr. Howell stated that at present they are-relocating some existing trees and <br />would be willing to add some honey locust. Mr. Orlowski would like to see some <br />conifer trees as well. Mr. Skoulis suggested that they install a ground sign and <br />advised that all pole signs will have to be removed by January of 1998. Mr. <br />Skoulis was advised that the height of the handicapped signs was determined by <br />the ADA regulations. L. Orlowski moved to refer Tire Ameriea (formerly <br />Hyperstore), 25853 Lorain Road, proposal to renovate an existing building for a <br />retail facility to the A.R.B. for their input on the signage, color scheme on the <br />3
