the building. Mr. Benilc has had input from an architect who preferred angled <br />spaces, but these plans have not been drawn as yet. He noted tha.t this traffic <br />flow is similar to most fast food restaurant, and is very much like Taco Bell's. <br />Mr. Thomas questioned the 2 employee parking spaces which do not appear to be <br />usable. Mr. Gonway advised tYiat these.spaees could not be counted. Mro Benik <br />stated tha.t if the lack of parking woulcl prevent him from having 40 seats, he <br />would have to abandon his plans. Mr. Thoma.s believed that a variance for parking <br />could not be granted if there were laridbanked spaces, he thought that those would <br />have to be used first. The members had not realized originally that the entrance <br />was on the east and Mr.'Orlowski pointed ont that this configuration is di.fferent <br />from the ane presented at the last meeting.. In response to questions, Mr. Benik <br />estimated that about 5 to 10 cars per hour would use the drive thru, that they <br />would be serving some food as well as ice cream, but..the emphases is on the ice <br />cream. City Engineer Deichmarm suggested putting the drive thru on the northwest <br />corner of the building, which would eliminate the drive thru lane on the west <br />side so the building could be shifted west. He was also concerned about the turn <br />at the drive thru which is' as awkward as the turn at Burger King. It was <br />suggested that the corner of the builtiing could be rounded. Vice Chairman <br />Orlowski suggested one way traffic, entering on Lorain and exiti.ng on Whitethorn. <br />Mr. Deichmann responded that,'although?this would simplify the traffic around the <br />building, it would put all the egress through the Whitethorn signal which could <br />cause a stacking problem on Whitethorn, and he would prefer that the cars be <br />stacked on the property, not on the street. Mr: Thomas was concerned about safety <br />of children walking home from school during the lunch hour when the drive thru <br />would be the busiest:.. He also noted that this plan only shows 18 spaces including <br />the two landbanked spaees. Mr. Benik did not believe that angled park:ing would <br />add many more spaces, but the- architeet did not specify how many spaces there . <br />could be. Mro Thomas suggested that the bui:lding could be reconfigured on the lot <br />or down sized to accommodate more parking. In reference to having the drive thru <br />on the front of the building, Mr. -Benik stated that the drive thru has to be <br />adjacent to the kitchen which is in the back and it cannot be on the west side <br />because the rest rooms are on that side. The members discussed various locations <br />for the drive thru. Mr. Benik did not foresee a parking problem because he is <br />anticipating quite a bit of walk in:traffic. He actually would like more than 40 <br />seats.. Vice Chairman Orlowski would like to table this proposal tmtil the next <br />meeting and ask that Mr. Benik recon5ider the drawing in order to attempt to <br />reconfigure or reposition the building, and to suggest that he get some <br />additional input fran different sources, as well as consider using the landbanked <br />spaces in the front. He would like this done prior to the Conunission recommending <br />the various variances that will be. required. Mr. Thoma,s again stated that the.. <br />Board of Zoning Appeals would not grant a variance for pa.rking if there is <br />landbanked parking that could.be used so;Mr. Benik will have to use those spacese <br />Mr. Benik believed that the city would prefer to see the front area free of <br />traffic. He maintained tha.t no ma.tter how many seats he has, if the parking spots <br />are fiill, drivers will leave.. He would actually prefer to have 75 seats and get a <br />variance for that parking,. agaiii maintaining there wi.11 be considerable walk in <br />traffic. Previously he was asked to re-work his plans and although he was not <br />told exactly how, he did present revised plans, but he cannot show more parking <br />than he has. Vice Chairman Orlowski stated that the Commission's concern is the <br />vehicular and pedestrian traffic in the area, and would like to make sure - that <br />this will be the best and safest configuration. Eben though the members Prefer. <br />more green area, it might be necessary to use the landbanked spaces. The members <br />would like to see what can be done to help the traffic flow, how many additional <br />spaces angled parking spaces would create, specific dimensions on the <br />3
