Vice <br />Chairman Orlowski noted that now there are only 18 spaces since the..2 employee <br />spaces are not usable. Mr. Benik responded that this would still allow him to <br />have 36 seats and keep the front landseaped. Mr. Conway clarified that if he had <br />18 spaces he could have a maxim,nn of 900 square feet for seating area. Mr. Benik <br />stated that this is a prototype building, and with half for seating and half for <br />service area it will be out of proportion but there is nothing more he can do <br />without a variance. The original plan placed the building in the middle of the <br />lot, but he moved it west in order to simplify the traffic flow. NJr. Orlowski <br />stated that moving the building west hacl created the problem of directing a11 of <br />the exiting traffic to Whitethorn, he suggested do?wmsizing the building, rounding <br />the corners, possibly reconfiguring both the building and the parking if <br />possible, perhaps with angled park3iig. Mr. Benik maintained tha,t the drawing <br />presented conformed to code. Mr. Orlowski stated that variances would be required <br />and the Commission had to aseertain that this was the best possible plan. Mr. <br />Thoma,s again stated that there wa.s not enough parking and he would have to use <br />the landbanked prior to a variance being granted. Mr. Benik stated that if there <br />was an entrance only on Lorain and exit on Whitethorn there could be 8 more <br />spaces, but this would cause a problem on Whitethorn. Vice Chairman Orlowski <br />moved that the ice cream.parlor proposal be tabled until the next meeting so that <br />the Commission can discuss it with the Building and Engineering Departments. <br />Members discussed the motion. Mr.. Thoinas explained that.the Commission would like <br />to make sure that this is the b-est possible proposal and Mr. Orlowski is <br />suggesting that the size of the building be reduced by rounding the corners. Mr. <br />Orlowski clarified that there- were a number of things to consider: the size of <br />the building, positioning the builrling on the lot differently, angled parking, <br />etc. Mr. Thomas stated that the Commission would Like to see this lot developed, <br />and this may mean having a wider drive way,on Lorain, possibly less landscaping, <br />and landbanking parking spaces in the cornera He stated that any variance granted <br />will follow the lot indefinitely, and the members would also like input from Mr. <br />Gorris and Mr. Tallona Mr. Benik stated that the setback and side yard variances <br />were never discussed. Mr. Slcoulis stated there would not be riuch problem with <br />most of the variances, only the parking and access. Mr. Benik stated that he <br />could cut his seating area down to 900 square feet because he only has 18 parking <br />spaces if the plan could be forwarded to the Board of Zoning Appeals immediately. <br />Mr. Thomas advised that the members will get back to him with some suggestions <br />after they have done enough homework so that they are sure they have done the <br />right thing.. Mrs.. 0'Rourke seeonded the motion, and it was approved unaninously. <br />Mr. Orlowski asked if Mr. Conway, Mr. Deichma.nn, and the traffic engineer could <br />discuss this regarding traffic flow, configuration of the building, wider access, <br />etc. so that Mr. Benik could have a better idea of what is wanted and the <br />Conunission could be better preparecl.to recommended what variances could be <br />granted. Mr. Conway stated that this plan sacrificed parking spaces, it is his <br />understanding that the Commission only wanted to see some landbanked spaces in <br />the front, not shifting the buYlding.totally. Mr. Benik responded that he was <br />asked to change the front drive, but-the members noted that he was not asked to <br />move tlie building to the west. This plan will be studied and Mr. Benik will be <br />contacted liy Mr:. Conway or Mr. Deichmann by Friday of this week. Since it had <br />been stated that there could be 4 landbanked spaces in the front which would give <br />a total of 20 spaces, Mr. Benik asked if he eould just go with that. Mr. Orlowski <br />would still like this studied further and would like to make certain that this <br />was the best plan possible to keep the traffic flow as smooth as possible in the <br />area, and would like recommendations as to whether the first plan presented might <br />4
