the infrastructure to accommodate this development would be eliminated now that <br />the Mill Road accesses have been eliminated. In other words, tahat is the city's <br />financial responsibility for these improvements. Mr. Deichmann responded that his <br />one million dollar estimate was the-lowest, the estimate went up to 3 or 4 <br />million. He questioned if they ha.d updated the traffic study since Porter Road <br />had been under construction when they did the original traffic count which would <br />have had an impact on the voltunes. Also° estimating a cost would be affected if <br />acceleration and deceleration lanes are to be included as discussed previously, <br />none are shown on the plan. He believed that constructing these lanes would be <br />possible, and would like to see something on this from Traff Pro. Mr. Newberry <br />stated that they owned no real estate on either side of Lorain Road for these <br />lanes, and did not think it was the Commission's purview to demand that they <br />perform improvements on other people's property. The traffic study does address <br />these lanes but they would be of marginal use since Lorain Road already has 5 <br />lanes. Mr. Lepisto explained that this was on the traffic study and also that <br />they did require a left turn lane exiting Ylal-Mart and which would result in a <br />service "C" intersection without the-deceleration lanes. Porter Road was not <br />re-counted after construction was completed, but it will be. He explained that <br />peak traffic hours in North Olmsted are different than the peak hours for the <br />store. Mr. King advised that the stores peak hours on Friday are between 7:30 and <br />8:30 and on Saturdays are 12 noon to 4:00 p.m. The members have no problem with <br />Wal-Mart, only with the location and the traffic. At this point residents were <br />asked to corunent. yIr. Herbster, r1s. Buchler, Nirs. Herbster, rir. Richlick, Mr. <br />Mason, Mr. Miller, Mr. Burns, and Mr. Piar, spoke initially, and had many <br />comments, objections, and concerns. Received notification on Wednesday that <br />Wal Mart iaould be meeting with the residents on Monday, would like a longer <br />notification period. At that meeting the developer stated that the Conunission was <br />not serving the Corinnin-i ty wella North 07.msted is a suburban cor?mnmi ty and the <br />roads cannot handle the increased traffic and these roads will be main access <br />roads from surrounding comrm,nities. Raising the grade of the building could <br />reduce the height of the mound. The Super K-Mart proposed for Westlake N'Till <br />probably be built and will also impact North Olmsted's traffic and with the <br />completion of Wal-Mart the traffic tivill be tmbelievable. Additional traffic will <br />hinder emergency vehicles on the roads. There are 3 schools within a half of mile <br />of the site and there would be safety. problems. It would ca,use more air <br />pollution. Believed a better use for this land could be found since it is in the <br />center of the town. Since the Commission just denied a variance for an ice cream <br />stand because of traffic, how can they allow this kind of traffic. Questioned if <br />the developer would need approval by the city to change the hours. At what time <br />would the trucks come to piek up from the trash compactor. What could be done to <br />stop customers from cutting through these cross access points to get to Wal-Mart. <br />The residents of North Olmsted do not want Wal-Mart on that site and asked the <br />developers to look elsewhere. This is a non-union project, the white block <br />building will look like a garage, and will not r.iatch adjacent brick buildings. <br />Wal-Mart will drive other stores out of business. Sam Walton always put the <br />stores on the outskirts of town, the'residents do not want this in the middle of <br />town, there is room in the industrial park where there is easy access to <br />highways. More neighbors should have been invited to the neighborhood meeting, <br />not just the abutting neighbors, specifically the resident of developments off <br />Dover Center and Forter as well as Butternut Ridge and others. Residents are <br />cutting though developments now to avoid Lorain Road traffic, adding 10,000 trips <br />a day will negatively impact other streets. Objected to Wal-Mart using a city <br />facility for a private meeting since this is a private enterprise. With this <br />additional traffic the rating of the traffic which now has a"D" (rating from A <br />11
