Objected to the <br />"glow" of the lights on 30 foot poles on an already raised site and cited the <br />Halleen Chevrolet lot as an example. There are only proposed cross agreements, <br />none of them have been signed. Objected to immense amount of noise that will be <br />made by garbage trucks which may be ear].y.in the morning since owners have no <br />control over when the hatiler picks up the trash. Asked what would prohibit <br />Wal-Mart from acquiring the properties on which they ha,ve cross access, razing <br />the buildings and extending the parking lot right up to Dover Center. Overheard <br />statement that traffic would be so bad that Wal-Mart would be forced to put <br />access onto Mi11 and Dover Center Road. This is a safety issue. Would like to <br />work out an alternative site with the developers. Regarding the meeting, 14r. <br />Newberry responded that because representatives of Wal-Mart had to be at the <br />meeting with the neighbors, and since Planning Commission met on 'luesday, Monday <br />was the only time possible. A neighbor responded that they would like earlier <br />notification in order to prepare. Mr. -Newberry clarified that he was only a <br />consultant, and that people objecting to the project should contact Wal-A7art <br />directly, not call his office. He noted that there have been traffic problems in <br />North Olmsted for 20 years and it is not getting any better. The expanded site <br />plan shows that there is a densely wooded area between the 50 foot iā¢ride mound and <br />the residents' homes (approYimately 200 feet from the back wall of Mr. Herbster's <br />house) and another 100 feet to the store which will be reduced to 50 if the <br />expansion is constructed. There will be crosswalks and signalization for <br />pedestrians or students crossing Lorain and the signalization should include a 4 <br />way red light to allow for emergency veYiicles access. An office building would be <br />possible, but this site would support about 24,000 square feet of office space <br />and since the city's peak traffic hours would be the same as those for an office, <br />there would be more of an impact on traffico He doubted the city wotxld have the <br />funds to buy this parcel for a park. He did not mean to say the Commission was <br />not doing a good job, he said that this was not the best plan for the pa,rcel, but <br />it was the plan that the Planning Conunission required. He is arienable to <br />clarification regarding what was meant by cross easements. Wal-Ma.rt is not <br />necessarily non-union, they take competitive bids. Wal-Mart employees are not <br />l,n;onized. The building will be light and dark gray, not white as stated. Some <br />commercial neighbors believe that Wal-Mart will bring in more business, they do <br />not necessarily think it will run them out of-business. Mr. Bingham stated that <br />no access agreement could be in effect as yet because they only have an option on <br />the property. Mr. Papotto, owner of Suburban Auto Body, has a copy of a cross <br />access but has not signed it and does not think it would benefit him. In response <br />to his questions, Mr. Payne, who owns McDonald's, was told that it had not been <br />determined if Wal-Mart had met all city requirements. He advised that there is a <br />verbal agreement for cross access, but it cannot be signed because Wal-Mart does <br />not own the property. In reference to who was notified of the neighborhood <br />meeting, Mr. Newberry stated that he was told that he should notify the people on <br />the hearing list, he will contact Ntr. Miller to get-a list of people who should <br />be notified. The clerk suggested that the Council Chambers would be available. As <br />far as the rating scale of the intersection, it does go off the scale, but to off <br />set this, Mr. Lepisto ha.s recommended an additional left turn lane exiting <br />Wal-Ma.rt to go east on Lorain; and also suggested a right turn lane, south bound <br />on Dover Center to west bound on Lorain;, and a right turn lane west bound on <br />Lorain to north bound on Dover Center be incorporated. But again, they do not own <br />that property, but would work with Mr. Deichmann. These improverients would give <br />the intersection a"C" rating. Their 1lghts will not be the same as those which <br />have ca.used problems at the Halleen lot, normally Wal-Mart installs lights in the <br />r,Liddle of the lot and the light fades out at the edges, the cut off fixtures <br />12
