heavy duty paved truck access route from Lorain Road to the truck dock on the <br />south west corner of the building and noted that Wal-Mart drivers are instructed <br />to use this route which is the only heavy duty paving on the lot, few deliveries <br />are made by common carrier or U.P.S. ete. This truck route will have signs, not <br />only to direct truck traffic but to keep customers from the area. The truck dock <br />will not be recessed, the store will be elevated 4 feet instead, the trash <br />compaetor will be in the same area. There will be two customer pick up areas, in <br />front of the store and at the garden center. Mr. Thomas questioned how ingress/ <br />egress could be controlled from the parcel with the proposed cross easements. Mr. <br />Bingham explained that the agreement stated that Wal-Mart will give them access <br />rights for ingress/egress for the portions of their property which are on a major <br />drive aisle lanes, and they in turn will give Wal-Mart access across their lot <br />where driveways and access ma.y exist from tir.ie to time and, if they agree, the <br />easements would become effective when Wai-Mart takes over the deed. Mr. Thomas <br />asked if these parcels have access to Wal-Mart, then would Wal-Mart customers <br />have accesses to their driveways on Dover. Mr. Bingham restated tha.t they have a <br />right to have access across their piece where they provide it for themselves as <br />it exists from time to time. Mr. Newberry clarified where the parking would be <br />expanded (adjacent to properties facing Dover Center) to accommodate the <br />expansion (shown on the plans), but that area will be landscaped at present. He <br />explained that because of the location of the building and the storm drains, the <br />building must be raised about 4 feet and thus the truek dock could remain at <br />ground level. Mr. Orlowski noted that the truck traffic pattern would be awkward, <br />and reminded Mr. Newberry that he had suggested putting a truck dock on the south <br />side of the building, not the west. They have relocated the dock from the <br />northwest corner to the southwest corner which Mr. Orlowski believed will effect <br />more of the adjacent residents. Mr. ItTewberry disagreed, stating that a 10 foot <br />mound would screen both noise and headlights. If the future expansion is ever <br />built, the truck docks would have to be re-studied; however, the expansion may or <br />may not happen. The 30,000 square foot expansion is shown in case Wal-Mart ever <br />decides to expand and he does not lmow how the trucks will make the turn if it is <br />built. Mr. Bingham noted that if it is built there would be an added expense of <br />providing heavy duty paving to get the trucks around the store and back out the <br />entrance, and advised that they have never constructed an addition to this <br />particular type store. Yxe Orlowski snggested re-configuring the truck dock so <br />that it would jut out to the south and trucks could back into it without going <br />around to the western side of the building so that the neighbors would not hear, <br />see, or sr.iell the trucks. Mrm Newberry will look at this. In reference to a noise <br />study, no experts have agreed to do one, because there is no other store with <br />this type truck dock to use for the study. They will do a study as soon as they <br />can find an acceptable location. As requested in the January meeting, the main <br />entrance drive can be lined up with the bus garage drive even though it will be <br />slightly off set, and signals can be installed to control both drives. More <br />detail has been added ro the landscape plans: tree types (but not actual <br />varieties), amounts to be used, a grove of honey locust in the front has been <br />added, landscaping on the boundary anel'on Mill Road has been intensified, and <br />pine trees have been added on the north to soften any headlights that might shine <br />over to Olmsted Manor Nursing Home. Mr. Gorris suggested a pedestrian sidewalk <br />and more landscaping on the former drive to Dover Center. Mr. Newberry explained <br />that this might be used for one of the cr•oss access points. Mr. Gorris clarified <br />that the request for cross accesses pertained to heavily travelled developments <br />to eliminate the need for drivers leaving Wal-Mart, and having to go onto Lorain <br />to get back to such businesses as McDonald's. He did not believe these other <br />businesses would need this, and the Commission did not want to create accesses <br />A. <br />8
