He noted that Rally's had been specifically advised that <br />if they wanted cross access with Wal-Mart, they would have to return to the <br />Commission: Mr. Newberry responded that the motion had stated cross access <br />agreements between commercial properties on Lorain and Dover Center Roads, and <br />that was what they pursued even though they were really not svre it would benefit <br />either party. Mr. Thomas believed that some order, such as a ring road, should be <br />given with these cross access agreements. These curb cuts are not heavily <br />travelled now, but with traffic cutting through from Wal-Mart there could be a <br />risk to these customers. Mr. Newberry presented a plan showing these access <br />points. Mr. Bingham again clarified that in the cross access agreements, Wal-Mart <br />gives these business rights of cross access to those portions of their lot that <br />are depicted as access easement areas, basically the perimeter drive aisle on <br />their site, there are no cross parking rights. Mr. Newberry presented the sign <br />program: the name "Wal-Mart" will be placed over the door and illuminated; "we <br />sell for less", "satisfaction guara.nteed", "one hour photo", "pharmacy" and signs <br />for the tire and lube express will be on the building, but not illuminated. A <br />mornunent sign in front will be built of the same materials as the building and <br />the sign face mounted on it will: be e'ither internally or externally lit, the <br />location shown must be re-studied. There will also be some directional signs. The <br />proposed traffic signal will cost from $50,000. to $75,000. tahich the developers <br />will pay for. The above items covered most of the request made by the Commission. <br />Regarding raising the elevation of the building, he explained that in order to <br />get to the drainage inlets, the middle of the site (building location) would have <br />to be raised, he is not sure how the parking lot will be handled, whether the <br />parking area would come up sharply at. the edges of the property, or if the <br />parking lot would slope down from the building to the perimeter of the property. <br />The top of the building will be about 31-feet above existing grade, approximately <br />the sam level as 0lmsted Square Plaza. Mr. Gorris again stated his concerns that <br />the future expansion as shown would eliminate the landscape mound adjacent to the <br />residents. In reference to the slope of the mound, rlr. Newberry explained that <br />there would be a swale on the back side of the mound to eliminate water Y'l?nni ng <br />onto the neighbors' property. Mr. Orlowski would like some more detail on what <br />the mound will look like. Mr. rdewberry explained that there would be signage to <br />direct trucks and keep customers out of the truck dock as well as painted cross <br />walks, stop bars, etc. He clarified that the main driveway to Lorain Road belongs <br />to Olmsted Square Associates, but there is an thirty foot ingress/egress and <br />utility easement existing. Their drive will be at the same grade as the drive <br />that is existing. There will be 4 traffic signal masts installed, one for each <br />direction, and the signals z-ri11 be integrated into the city's future traffic <br />actua.ted signalization program. Mr. Bingham explained that this store will have <br />vending machines in the vestibule, not outside as in the Elyria store and carts <br />will also be stored inside. Mr. Conway advised that the parking shown is well in <br />excess of the code requirements. Mr. Thomas stated that he was not corLfortable <br />with the cross easements on Dover Ceriter-Road and that the intent of the cross <br />access was not to allow additional access onto Dover Center Road. He is concerned <br />also about showing the 30,000 square foot expansion on the plans which could, in <br />spirit, approve this expansion where the buffering is located. He would like to <br />insure that the integrity of the bu.ffering with mounding is maintained. Mr. <br />Orlowski again mentioned that turning the truck dock would eliminate this <br />problem. Mr. Tallon was concerned about the 30 foot high light poles. Mr. <br />Newberry explained that if the poles were lower, more poles were need to maintain <br />the .75 foot light candles they need. Mr. Tallon suggested that the wattage of <br />the bulbs be increased and the light diffused; that the rear lights be wall <br />washers placed at minimlun height; and that cuts of all fixtures be submitted. <br />9
