alteration of the McDonald's aud Olmsted Square sites based on the new traffic <br />access with Wal-Mart, what the impacts on those developments would be and also <br />ask the Building Commissioner to provide the Conmnission with the formerly <br />approved plans or final plans of those si.tes; also ask the developers to provide <br />overlays indicating the changes in parking layout and traffic that those shared <br />accesses will require. The commission would request a report from the Engineering <br />Department concerning •the recerit al:legations of waste deposited in the wooded <br />area of the western portion, and ask that the Engineering Department contact the <br />E.P.A. and determine the validity of those allegations with an on site survey and <br />report their findings by the Octciber 12th meeting. The commission further <br />requests that the Wal=Mart traffic consultant submit their most current figures <br />to Larry Griffith, the city traffic engineer, as soon as possible for his review <br />and subsequent correlation of those resuits with other surveys that the city has <br />had performed in the past for those areas during busier seasons. The commission <br />requests that Wal-Mart present a lighting plan with poles no higher than 20 feet <br />and in that plan indicating the illtuninatian area of those lights and the <br />subsequent diffusion. The pedestrian walkways from Dover Center sidewalk access <br />does not show a completed aecess from•Dover.Genter and it is requested that there <br />be a raised walkway similar to tYie ane between Kaufmann's Department Store and <br />the Great Northern Strip Shopping Center where there are also access cut aways in <br />the raised platform for traffac> whieh gives a clearly delineated pedestrian <br />walkway to the developmenta The plans must clearly show that the future expande'd <br />parking areas do not violate the integrity of the mound in the northwest corner <br />of the development (the. plan submitted this evening does show these spaces <br />dramatically impacting that mound). 'The cornmission also requests a magni.fied <br />representation of the main Lorain Road driveway cleaxly indicating the climensions <br />of the drive, the sidewalk and t31e loeation of the sidewalk along that drive <br />since there is some doubt as to whether a sidewalk can properly fit within that <br />access. That a board on board fence be installed from the truck dock to the <br />property line to confine bloiwirig cTebris and also that such a fence be installed' <br />on the top of the proposed mound, seconded by B. Gorris, and unan:i.mously <br />approved. During the framing of the motion, Mr. Thomas advised the developers <br />that the mmbers were not entirely Enthusiastic about the way the building.looks, <br />the facade, ma.terials, etc., and will more than.likely request alterna,te facades <br />and building materials and will ask the Architectural Review Board for their <br />recommendations on those materials. Also, Mr. Skoulis questioned.if the expansion <br />as shown should be included on these pians since it was mentioned that this would <br />indicate, in spirit, approval of the 30,000 square foot expansion. Mr. Thomas <br />suggested that the final recommendation to council would indieate th3t the 30,000 <br />square foot expansion would not be'part of either the approval or disapproval, it <br />was merely on the plans to shvw the implication and the impact of that possible <br />expansion. Mr. Conway noted that no exact location of the ground sign has been <br />determined.. Mr. Thomas asked that-, - since it has been determined that sign <br />variances would be required, theses should be specified to the Architeetural <br />Review Board. Mr. Gorris rECOmmended that since there is so much time between <br />meetings, all plans should be submitted to the Building Commissioner and City <br />Engineer about 2 weeks, or a min-im»m of 1 week, prior to the meeting. The traffic <br />study should be presented as soon as possible. Mr. Newberry explained that the <br />plans were being changed as late as 3:00 pem. and apologized for the lateness of <br />the plans. V. COMMITNICATIONS: <br /> <br />Letters from residents regartiing Wal-Mart will be attached to the minutes of this <br />meeting. <br />9
