Gorris <br />suggested that landscaping be adcled in the parking lot. Mr. Strelau responded <br />that the planter below the sign would be renovated, the parking lot would be <br />restripped, but not repaved, and that the existing ramp will be repaired, but it <br />carmot be removed. If the business owners opt to install new signs that would be <br />a separate proposalo r7r. Thoma,s asked if the landscaping strip shown on the <br />rendering would be installed. Mr. Strelau stated that this was the artist's <br />concept and he is not sure that property belongs to the oFmer. The members would <br />like that landscaping included, but if that is not possible it should be removed <br />from the rendering. NIr. Conway advised that a variance was needed because the <br />canopy is increasing the projection on the building which is non-conforming now. <br />It was decided to refer this to the Board of Zoning Appeals and then directly to <br />the Architectural Review Board but with the recomnendations that a landscaping <br />plan be presented to the Architectural Board. J. Thomas moved to refer the <br />Eyeglass Factory/Harmon Glass Development, 25766 Lorain Road to the Board of <br />Zoning Appeals with the recommendation that they grant a variance for the <br />modification and extension of the canopy as indicated on the plan and also that <br />the Commission has recommended to the developer to provide continua,tion of that <br />canopy arourxl the south end of the building and to present that to the B.Z.A. to <br />be included in their variance, seconded by B. Gorris, and iman;mously approved. <br />J. Thomas moved to refer the Eyeglass Factory/Harmon Glass plan, 25766 Lorain <br />Road to the Architectural Review Board for recommendations on landscaping, and <br />ask that the developer make a proposal to the Architectural Board that includes a <br />reasonable amount of landscaping an both the east and south sides of the building <br />and to include on the north side a landscaped and shielded area where the <br />dumpsters can be located and that buffer and landscaping should match the other <br />landscaping around the building and if what the developer recomends is not <br />sufficient, the Conunission would ask that the A.R.B. create a landscaping plan <br />for him that would be sufficient that could be passed along to council, seconded <br />by A. Skoulis, and tmanimously approved. <br />2) North Olmsted United Nethodist Church; 4600 Dover Cen-ter Road. <br />Proposal to construct additional parking area. <br />The Reverend R. Talbott, Mr. Solt and Mr. Andrews, represented North Olmsted <br />United Methodist Church, and -explained that the proposal is to extend their <br />parking lot to the area imnediately west of the present lot. The members <br />discussed the plans individually. Building Cormiissioner Conway advised that a <br />church is a permitted use under a condi.tional use permit. The expansion will be <br />paved and will drai.n into the underground retention and through a restricter into <br />the ditch. 'I'here is a 20 foot wide buffer behind the parking lot, but it is <br />heavily saooded on three sides and these bu€fers extend to the property lines on <br />Benwood Circle. The developers explained that the church had sold some of the <br />rear property to three owners on Benwood to extend their lots. One additional 350 <br />watt, high pressure sodium light will be installed on a 20 to 25 foot pole and <br />the fixture will be reflected down so as not to intrude on the neighbors. They <br />have no information on the light fixture at this time, but it is exactly tche same <br />as the one that is existing. Mr. Tallon would like them to present a cut of the <br />fixture to Council and also the exact height of the pole. Mr. Tallon pointed out <br />that no light can shine onto the neighbors property. Mr: Solt responded that <br />there are no houses to the south at all, only back yards. Mr. Joslyn, a resident <br />of Benwood Circle, stated that the plans he saw showed that the trees on the <br />church's side of the ditch would be removed which would remove most of the buffer <br />since there are few trees on his side. The representatives responded that the <br />only trees to be removed are the ones between the existing lot and the new one, <br />2
