The Comnission would like the <br />drawings amended to make sure the front four landbanked parking spaces conform to <br />the code as outlined by Mr. Conway tonight. The Conmiission would like the <br />developer to address the questions of Mr. Orlowski as they relate to adjusting <br />the curbing at the interseetion of the one way entrance at the easternmost <br />driveway to insure that the vehicles -stay within the one way driveway and do not <br />come back across the lawn. The Commission asks that the developer consider speed <br />btunps as an additional traffic control. It is our understanding that the canopy <br />that will surround the building will not be back lit. That when these plans are <br />presented to the Architectural Review Board the developer will have changed the <br />height of the trash enclosure to 6 foot: The Commission would like the <br />Architectural Board to give the developer arxy input they can as it relates to the <br />possibility of additional landscaping on the rear portion of the parcel where it <br />abuts the residential property. Also ask the Engineering Department to review the <br />area where the tree lawn had been removed previously. The motion was seconded by <br />L. Orlowski, and unanimously approved. During the framing of the motion, Mr. <br />Skoulis again asked that Engineering look into the timing of the lights. Mr. <br />Deichmarm responded that under the new traffic signal system the lights will be <br />actuated by the riumber of vehicles using the signals. Mr. Gorris clarified that <br />he would like the Engineering Department to look into anything that would relate <br />to safely permitting traffic to ingress and egress this parcel considering that <br />the eastern most drive empties right into the riiddle of the intersection. The <br />developers discussed the remaining metings needed for approval and it was <br />clarified that this proposal would probably be through the entire proeess by <br />Noveriber 16th. Mr. Benik was advised that Mr. Griffith would be reviewing this as <br />soon as possible. <br />Mr. Gorris ca.lled for a short recess. <br />V.- COMMUNICATIONS: <br />Regarding the Halleen lawsuit, Assistant Law Director Dubelko advised that they <br />have received a letter from Mr. Giesser, attorney, offering a compromise <br />regarding the landscape buffer which is now in court. The Law Department will <br />present this to the Board of Zoning Appeals. <br />VI. COMNNRTTEE REPORTS: <br />No items. <br />VII. NEW BUSINESS: <br />Mr. Gorris has asked Assistant Law Director Dubelko to draft legislation for the <br />rezonings which will implement the master plan. This will be presented to Council <br />in stages. Council has accepted the master plan as a whole, but then they may <br />accept or reject the rezoning as it is presented. The Commission must decide <br />which areas are the most critical and should be submitted first. Mr. Skoulis <br />would also like to discuss changing the wording of the requirements of the <br />Cluster Home section at the same time. It was decided to have a special meeting <br />on Monday, October 4, 1993 at 7:30 p.m. <br />VIII. OLD BUSIIVESS: <br />Revised site plan for Rally's Restaurant, 27208 Lorain Road. <br />Building Commissioner Conway advised that Rally's had some changes to their <br />originally approved plans. Mr. Pepperny, architect for Rally's, and Mr. Gilbert, <br />representing Rally's, presented these changes. There had been a lack of <br />communication between the local architect, Mr. Pozek, and Rally'so Their plan <br />showed red tile with red grout below the window, and a band of white through the <br />window band with red tile above that again with matching grout.
