City Engineer Deichmann ha.d <br />discussed this with the traffic engineer who was aware that a driver could see <br />the signals on both mast arms, but he did not think that was reason enough not to <br />have egress there. Mr. Gorris wondered if there should be signs indicating that a <br />driver should pull out when a certain light is green and showing how the traffic <br />should be stacked on the lot waiting for the traffic to change. Mr. Skoulis <br />suggested moving the stop bars back on Whitethorn. Mr. Orlowski would like to <br />look to the zoning codes as it relates to this and consider the stacking of the <br />vehicles ori the property. r1r. Skoulis stated that if cars on Whitethorn are not <br />moved back, they can pull up to the corner and will block the exit of the cars <br />leaving the parking lot. He questioned if the signals could be regulated so that <br />they do not change at the sar•ie tir,ie to regulate the traffic coming out of the <br />property and the traffic coming out of.Whitethorn. Mr. Deichmann advised that <br />there are signals on two mastheads because of the angle of the intersection, one <br />governs traffic going right and one governs traffic turning left. Mr. Orlowski <br />suggested that signage be used to stack cars on the property until the tidhitethorn <br />intersection is cleared at which time cars can turn out onto the street. Mr. <br />Deichmarm stated that there is a limit as to how far back a stop bar can be from <br />a signal. Mr. Gorris wanted to make sure this is a clear intersection for traffic <br />coming out of both jdhitethorn and this property and would like the traffic <br />engineer to study this. Mr. Isabella suggested that traffic headed east onto <br />Lorain not be allowed to turn right on red. The members agreed this would help. <br />He would also like a stop bar far enough back so that one car taould fit between <br />pedestrian crossing and the stop bar, and also to have the light on the north <br />side of the street govern the traffic flosa. Mr. Orlowski was concerned that if a <br />car pulls out of the ice cream store to head west, the driver might not be able <br />to pull into the intersection without blocking the entrance to Whitethorn. He <br />believed that the Engineering Department should study this now because this <br />drawing is rnuch more accurate than cahat had been submitted before. He would like <br />some kind of raised curbing (arched), painted yellow, on the eastern egr2ss from <br />the driveway and sidewalk intersection around the curve of the one way drive to <br />insure pedestrian safety in case a driver veered to the right toward the <br />sidewalk.. Mr. Isabella thought a 6 i.nch.curb would help. Mr. Benik stated that he <br />was also interested in the safety of the school children and would like <br />Engineering to look into why some of the tree lawn was eliminated when the <br />Whitetorn intersection was re-located, thus putting the children right in the <br />street. The developers pointed this area out to the engineer and advised that the <br />drawings in the city show the continuation of a tree lawn. 13r. Deichmarm will <br />look into this. Prior to making the motion, Mr. Gorris stated that if anyone <br />disagreed with the statements in his motion, he would like them to note them <br />prior to the vote for discussion since only 4 members saere present and 4 positive <br />votes are required. B. Gorris moved to forward the Ice Cream Parlor/Restaurant <br />proposal at 27045 Lorain Road to the Architectural Review Board for their input, <br />concurrently this is to be forwarded to the Safety Department for their input and <br />to the Engineering Department for input, the Commission would like Engineering <br />and Safety to specifically address the fact that the easternmost driveway of this <br />parcel will basically intersect with Whitethoraz and Lorain, right at the light, <br />and request their recommendation as to what can be done in terms of noving stop <br />bars, additional signage, or anything else that woulci mitigate any danger to <br />traffic entering or leaving this property or additional danger to traffic <br />currently on Lorain Road or Whitethorn because of this property and also ask them <br />to review the stacking of cars on this proper.ty which are atteripting to leave the <br />parcel; and also request that the Engineering Department review the turning radii <br />on the inoress into the one way drive. The Commission also requests that the <br />developer take a sample of the signs to the Architectural Review Board and then <br />6
