Proposal to construct ne« <br />building (existing building will be demolished). <br />Heard by the Board of Zoning Appeals on August 4, 1993. <br />Tabled at meeting of September 14, 1993.. <br />Mr. Isabella, arid Mr. Agnew, architect, presented revised plans addressing the <br />issues that were presented in Mr. Orlowski's motion: dimensions are revised, <br />building is re-oriented, handicapped parking space moved to east side, landbanked <br />parking in front has been modified, east entrance door and vestibule have been <br />revised, drainage, curbing, outside li-ghting, and the trash receptacle ha.ve been <br />addressed. Mr. Orlowski asked if there would be in-ground lighting in the <br />landscaping or building lighting, if the canopy would be backlit, and if any <br />lighting was planned other than the tTao pole lights shown. Mr. Agnew stated that <br />there would be wall mounted fixture an the building to light the eastern parking <br />area. He will present this information to the Architectural Review Board. Mr. <br />Isabella presented the expanded site plan showing this parcel in prospective with <br />the surrounding parcels. They explained that there would be 8 feet high Belden <br />brick walls around 3 sides of the -buileiing, the front will have a 2 foot brick <br />base wall with glass above. Tl1e window frames will be dark bronze anodized <br />aluminum. The sample of a dark brocan Supreme shingle was presented, but Ivlr. <br />Isabella explained that they might use a different brand but they intend to stay <br />with the same color and tone. The drivit on the gables will be cream. The cloth <br />awming will be teal, with no signage on-it. So far only a ground sign is planned. <br />Mr. Orlotqski asked that a signage plan be presented to the Architectural Review <br />Board. Mr. Gorris reiterated that the Commission considered that back lit awnings <br />were basically signs, but there would be no problem with down lights as long as <br />they did not glare through the awning. Mr. Isabella stated that the dumpster <br />enclosure is shown at 7 foot high, but they would prefer it to be 6 foot, and <br />then would use two 4 foot diunpsters so the lid, if open, would not exceed the <br />height of-the wall. The gate on the dumpster will either be steel chain link <br />fence with screening or chain link with wood over it; the color will match the <br />structure. Mr. Orlowski believed that the taller dtunpster might be needed in the <br />future if business is good, and suggested that they stay with the higher <br />structure. Mr. Isabella responded that the owner iaould prefer a 6 foot wall and <br />will enlarb it if they need a larger dumpster, for the present they intend to <br />use two 4 foot dumpsters. Mr. Benik, the awner, was concerned that a higher wall <br />could create a concealed area where teenagers rLight gather. If there is an <br />increase in volume they can increase the number of pick ups. Mr. Conway advised <br />that the they would have to modify the 4 landbanked spaces so that the curb line <br />dimension would be increased 2 feet to accommodate the 55 degree angle, but there <br />is ample room. Mr. Isabella clarified that all the curbs shown are mini,m,m of 4 <br />inches high, 6 inches wide and 18 inches deep, and are around parking.areas, the <br />one way drive radius, and the back of the buildi.ng. Mrs. 0'Rourke asked if they <br />had considered speed bumps, but noted there would not.be enough room on the ane <br />saay drive to go very fast. Mr. Isabella stated that they might consider them for <br />the eastern entrance. The members discussed the roof plan, the H.V.A.C. <br />compressor will be located in a recessed area of the roof with a door off the <br />dormer for access, the duct work will be in the same area. Mr. Conway asked if <br />they could maintain the required distance from the intake and the exhaust. Mr. <br />Isabella responded that the intake will be on a side wall. Mr. Gorris stated that <br />he liked what he saw here, and intended to forward this onto to the Architectural <br />Board and Engineering and would like the Engineering Department to give some <br />input as it relates to coming out of the drive. At the last meeting, Mr. Skoulis <br />had stated that he could not tell which light in the intersection governed him at
