w <br />as an independent corporation and this facility will be the first in Ohio. This <br />building was built for Sisters' Chicken and the Italian Oven took over later. The <br />proposal is to use the building as it was originally configured by reactivating <br />the drive thru and modifying the building to establish its identity. Reopening <br />the drive thru on the Ranchview Avenue side of the building will necessitate <br />changing the curb cuts for handicapped ingress and egress. Vice Chairman Orlowski <br />advised that the A.D.A. prefers that handicapped people do not have to cross any <br />parking lot and would like to have this parking adjacent to the building. <br />Building Commissioner Conway stated that ha,ving the spaces next to the building <br />is a preference, not a requirement. The Italian Oven had installed parking spaces <br />in the drive thru lane when the cirive thru was eliminated. Mr. Pusti advised that <br />they had revised the plans according to Mr. Conway's requirements, 3 handicapped <br />spaces and the:.xequired 54 spaces are now shown, and the tree that had been left <br />off the plan has been included. He explained that all the Rollo Pollo restaurants <br />have Rone into existinj?z buildin?-rs and there are a varietv of stvles, but the <br />color scheme's are usually off white with a turquoise canopy. At this location, <br />the building will be painted off white with small off white awnings installed <br />over the windows, the top of the facade will be squared off and signage will be <br />installed there. Vice Chairman Orlowski stated that they intended to raise the <br />sign board about 15 inches. Mr. Pusti agreed that this would be done to square <br />off the sign board. The sign would be individual channel letters with red neon <br />tubes inside and painted red trim on top. Mr. Conway verified that the sign area <br />conformed to code. Mr. Skoulis advised the architect that the community had <br />become very sensitive to signs and if a siM is considered to be large or gaudy, <br />the Commission does try to get the developer to modify it. He believed that this <br />sign is gaudy and suggested that the size be reduced and the letters which are <br />too large and gaudy be cut down. Mr. Thomas asked if all the Rollo Pollo signs <br />were that atrocious with big squared off letters and neon lines inside. Mr. Pusti <br />stated that most of their signs had a ca.ricature of a chicken on them. Vice <br />Chairman Orlowski asked to see the colors which were Iroquois Turquoise and off <br />white. He suggested that they mute the red color on the sign similar to what was <br />done with the Rally's red. Mr. Thomas and Mr. Orlowski believed that both the <br />size of the sign and the color should be changed. Mr. Pusti agreed that they <br />could modify the letters and the size. Mr. Skoulis discussed the letters <br />privately. Mr. Tallon mentioned :having script letters. The window mullions will <br />probably be gray to complement the off white. There will be no exterior lighting <br />under the awnings. Mr. Conway presented a picture of an existing building, and it <br />was commented that it looked like a casino. In response to questions, Mr. Pusti <br />stated that this was not a fast food restaurant, it catered to dinner customers. <br />Ms. Hunt, a local representative of the restaurant, stated that 30% of the <br />business was through the drive thru, but she did not lmow the actual traffic <br />count. Mr. Thomas would like to see a site plan showing all contiguous driveways, <br />those across the street and others nearby. In reference to the parking, Mr. <br />Skoulis questioned why the handicapped parking was allowed to be so far from the <br />building, and suggested that the developer have the drive thru traffic come <br />through the area where the arrows are and move parking spaces 24 through 28 and <br />the 3 handicapped spaces up against the building. Vice Chairman Orlowski agreed. <br />Mr. Pusti stated that the developers probably tried to accommodate stacking space <br />to avoid blocking in customers when cars are in the drive thru. Mr. Hennings, the <br />owner of the building, advised that this restaurant was an upscale concept of the <br />Sisters' Restaurant, with the average check of about $6.00, a fast food <br />restaurant's check is about $3.25. He believed that there would be approximately <br />450 to 700 meals per day. The traffic count would be basically what Sisters' had <br />been with approximately 22 people per car, he estimated that Sisters' might have <br />2
