<br />c <br />more buffering to the rear. They are also relocating the sign to the driveway to <br />keep customers frorn missing the drive and going down Hickory Lane. He explained <br />that originally when an addition was constructed the city .had failed to enforce <br />the parking requirements, and now he is required to enforce them retroactively. <br />Chairman Gomersall commented that from the information that he ha.s read, it would <br />appear that everyone is cooperating. He administered the oath to Mr. Martin, Mr. <br />Thomas, and Councilman Nashar. Mr. Martin presented the plan submitted in 1988 <br />(never implemented) prior to the new code changes in 1991. When they appeared <br />before Planning Commission w:ith some revisions, the Commission requested that 14 <br />items be incorporated in the plan. They then presented 2 additional schemes <br />reflecting. these suggestions to the Architectural Review Board who preferred <br />scheme 3 but suggested relocating a row of parking in the back in order to ha.ve <br />more buffering in the rear and extending the existing 10 foot high fence about 50 <br />feet down the side property line. He then presented an alternate scheme number 3 <br />which included a11 the requests made by both boaxds. Additional arborvitae wil.l <br />be extended down Hickory Lane, a 5 foot high berm will be installed in front of <br />the fence and will be landseaped with pine trees and maples, some trees will also <br />be planted along the fence on the eastern property line. Mr. Martin tnade several <br />observations: parki.ng could be allowed along the reax line without a variance; <br />that the building had existed prior to the current codes; and that the side <br />street had been cut through when the building was existing. Iie asked that the <br />sign variance be votecl an separately if possible. Counci]man Nashar was pleased <br />with the proposal and believed it would sa.tisfy the neighbors. It was clarified <br />that the front landscaped area would be slightly raised. Mr. Gomersall saw no <br />reason to separate the sign from the rest of the proposal. Mr. Martin stated he <br />was not aware of the location restriction from the 35 foot triangular area, and <br />the sign will be relocated so that the location variance will not be necessary. <br />Mr. Conway explained that the height varianee for the sign basically is just for <br />the frame and trim. The members agreed that this is a great improvement. Mr. <br />Koberna had been concerned that the location of the sign would hinder visibility, <br />but now that the location is changed there wrould.be no problem. B. Grace moved to <br />approve the request for a variance for landscape buffers: 13 foot variance on <br />Lorain Road and 17 foot variance on Hickory Lane. Also to grant the request for a <br />1 foot, 8 inch height variance for the frame of the ground sign and a variance to <br />have changeable copy portion of sign for Nightfall Night Club, 30850 Lorain Road, <br />seconded by J. Maloney, and unanimously approved. Variances granted. <br />12. Frankie's Pizza, 4641 Great Northern Blvd. <br />Request fOr variance (1123.12). Request variance to use existing ground sign <br />for individual business; request 67 square foot variance for total sign area; <br />request 1 foot height variance and 3 foot location variance from right of way. <br />Violation of Ord. 90-125, Sections 1163.12(h); 1163.11(c); and 1163.12(b). <br />Chairman Gomersall ca.lled all interested parties before the board. The oath was <br />administered to Ms. Harris, owner, who presented a letter from the owner of the <br />center granting her permission to have the sign. Mr. Gomersall commented that the <br />tenants and owners of these centers must get together and plan aheado This is a <br />ground sign but if it is granted to this tmit all the other stores will request <br />ground signs and there will be signs up and down Great Northern Boulevard. The <br />board has come Under some criticism for allowing so many sign variances, since <br />council and others in the city are trying to cut down on signs. He asked Sahat <br />extenuating circuMStances they had to need the sign since everybody lmows where <br />Frankie's is. Ms. Harris stated that this had been true previously, however, many <br />new restaurants have come into town along with new residents, and some of their <br />regular customers have moved and many people do not lrnow that they are <br />7
