They might not be <br />annoying in a totally commercial area. Mr. Conway stated that having a light <br />occasionally might not be too bad, but if several businesses did it frequently, <br />it becomes a problem.' One auto dealer had one 6 or 7 times a year. Law Director <br />Gareau noted that barmers, flags and streamers were not permitted and questioned <br />why search lights should be permitted since they all lend themselves to a circus <br />atmosphere. The owner of the search light company had objected because his <br />clients do not approach him in time to apply for a variance. Nlr. Conway stated <br />that the owner has a steady cliemtele and he can advise them that it takes time <br />to get permission to have a search li.ght. r1r. Grace has no problem with them <br />whatsoever. Mr. Gareau asked how the board could even justify giving a variance <br />for a light, and questioned how it would fit any criteria in the code. Mr. <br />Maloney suggested allowi.ng every business to use a light once a year for 7 days. <br />Mr. Grace agreed. Mr. Conway pointed out that wi.th the large rzumber of commercial <br />occupancies in North Olmsted, - the city would look like London in World tiaax II o <br />After more discussion it was decidEd that the code should be left as it is, but <br />Mr. Conway did bring up the facL that the codes do not.allow a"Grand Opening" <br />banner without a variance which he believed was unreasonable since usually the <br />owner comes in just before he opens. He pointed out that a new business really <br />needs a temporary sign. The issue at..this time is Kronheim's fiirniture who is <br />having an anniversary sale, however that is right across the street from Victoria <br />Plaza Apartments and could be a nuisance. If the board is going to allow this, <br />Mr. Consaay believed that some criteria should be established regarding setbacks <br />and to keep from infringing on residential properties. Mr. Gareau believed that a <br />teriporary "Grand Opening" sign should be allowed, but he believed that there <br />would be a problem granting any variance for a search light, because if the board <br />granted a variance for one business, they would have to grant it for all <br />businesses. A7r. Gareau stated that there should be standards and criteria for the <br />board to judge by. The members agreeci that a temporary grand opening sign could <br />be allowed and could include search lights, all others would have to come before <br />the board. Mr. Gareau cautionecl that it should be a grand opening for tha.t <br />particular facility, not a grand opening for another store in the _same chain. r1r. <br />Maloney believed that a search light should have some parameters for distance <br />away from residential areas. N`?r. Gomersall will attend the meeting and advise <br />that the board believed that teriporary "Grand Opening" banner could be allowed <br />for a 30 day limit and a search light could be allowed for 3 days but only for <br />grand openings. <br />The members discussed taking January as a vacation month. J. Maloney moved that <br />there would be no meeting in January, seconded by R. Gomersall, and unanimously <br />approved. <br />The meeting was adjourned at 9:20 p.m.
