be generated from Great Northern Mall; 7% coming up Country Club _Boulevard from <br />the west: 28% coming from I-480, -north on Great Northern Blvd. Based on those <br />figures, Mr. Thomas questioned the justification of an additional right out <br />driveway when 60% of the traffic will be going left. Mr. Newberry explained that <br />the analysis is based an peak hour traffic and showed a total of 73 cars on <br />Friday afternoon from 5 to 6:00 p.m. leaving the site and making a right turn to <br />go east on Brookpark Road. Seventy three cars stacked at one entrance will cause <br />delays, it is estimated that about 11 of those cars or 13% will use the right <br />turn drive. Mr. Thomas was concerned that cars would drive back and forth to find <br />the easiest way out and doubted that a right turn only could be controlled. r1r. <br />Newberry responded that it would be impossible to turn left because there is a <br />median strip. Mr. Orlowski noted that cars turning right at the main access would <br />slow down the traffic causing stacking problems. Mr. Newberry pointed out that <br />there is 500 feet between the drives and should allow at least 2 cars to get out <br />before the cars turning right get to that drive. He reiterated that they were not <br />asking for a cut in the median at this drive. Mrs. 0'Rourke believed that traffic <br />would turn east onto Brookpark, then go south to Country Club to get to I-480. <br />Mr. Newberry stated that having a number of exits would diffuse the traffic. Mr. <br />Bingham pointed out the building had two exits which would make it easier for <br />them to exit at different locations. Mrs. 0'Rourke believed that would help the <br />customer traffic, but not the traffic problems. Mr. Newberry stated that the <br />Great Northern intersection works well and most drivers would use it. He advised <br />14r. Miller that there was about 1,157 feet from the center line of Great Northern <br />to the center line of the second entrance. There would be 3 lights in about 3,500 <br />feet: one at Great Northern, one at their entrance, and one at Columbia Road. The <br />left turn lane shown on the drawing at the main drive would be to service the <br />vacant parcel across the street and is only to show how things would line up. Mr. <br />Thomas asked if they intended to pay for this lane tahen they construct the <br />intersection. Mr. Newberry responded that they would pay for whatever is required <br />by the city. In response to Mr. Miller's questions, Mr. Bingham stated that he <br />could not comnit to specific hours of operation at this time; that Biskind did <br />not require Wal-Mart to place this store at this particular location and they <br />would be free to locate the store elsewhere on the property; however, Biskind did <br />have certain obligations relative to parking agreements with their tenants, and <br />this location was best for tidal-Mart's internal requirements; and that they could <br />change the location of the store without negating their deal, but this building <br />was a highly sophisticated merchandising floor layout plan with the building skin <br />dropped around the edges and is critical to their operation. Regarding the <br />wetlands, Mr. Newberry advised Mr. Miller that they had submitted their wetlands <br />investigation about December 20th, and in response to the Army Corp of Engineers <br />they submitted additional information which xqas received by them on January 18th. <br />Typically, it takes 4 to 8 weeks for them to complete their investigation <br />depending on the weather. Mr. Miller would like specific information on the <br />various heights mentioned for the buffers. Mr. Newberry responded that the buffer <br />along the east side of the property is to be mounded at a minimum of 52 feet <br />above floor elevation of the building, wherever it is possible they will try to <br />make it 8 feet. above, specifically the area behind the building where the <br />contours are not shown, it will have to taper down because of the limited amount <br />of space between them and their neighbors, and it will be 9z feet above the truck <br />dock level. It will be 8 to 10 feet above the grade at the property line, with <br />the 8 foot decorative fence along the mound on the condominium side, but it could <br />be installed on top of the mound. r1r. Newberry stated that the 6 foot fence shown <br />on the landscape plan was in error. There will be 8 to 12 to 15 feet evergreen <br />trees planted to fill in between the upper story trees which would be seen above <br />?. <br /> <br />7
