noted that without a Wal-Ma.rt they can still see the Corporate Center lights <br />whi.ch are subdued. He asked for adequate mounding, landscaping, and buffering <br />along Brookpark Road. He does not believe that a 42 foot mound is sufficient, <br />they would like higher mounding, more shrubbery, and a type of tree that would <br />grow to a decent height to act as a screen; they would like the total parking <br />area screened off entirely. He preferred something similar to that in front of <br />city hall, only higher and with more trees, and would like to see the area made <br />as beautiful as possible, not with a mininnnn amounts, but something more than <br />what was originally shown. His association would prefer an 8 foot mound, but they <br />probably cannot get one, but they would like some type of plantings that would <br />grow that high. The head lights of the cars exiting will be seen in the houses on <br />Linda Drive, so some mounding is needed, but they would also like a row of <br />plants, or arborvitae which grow tall, like those planted in their area that are <br />now a solid green wall between a shopping strip and their development. He thinks <br />that this could be done so the bulk of the glare from the parking lot could be <br />screened from their neighborhood and wi11 beautify the city. He noted that there <br />was anly min;,m,m mounding and planting at the Tire America building which sticks <br />out like a sore thtunb. -Councilman McKay asked if the Engineeri.ng Department had <br />looked into the drainage ditches that go through this property. Mr. Deichmann <br />advised that no detailed drainage plan had been submitted as yeta Regarding Mr. <br />Griffith's comments about the light at the Country Club exit drive, Mr. McKay <br />questioned if a light could be installed in the future to control traffic <br />crossing a 4 lane road. He advised the developers that they would have to install <br />sidewalks eventually, even if they did not plan to do so now. Mr. Dempsey, <br />representing Colebrook Condominiums, advised that the residents would agree to an <br />8 foot mound, but would prefer an 8 foot brick fence to match the brick on their <br />building on the top of the mound, not off-set, instead of the proposed 6 foot <br />wood fence. Since the property slopes down, they want the elevation of the mound <br />to be 8 foot from the highest point and that it continue at that height. He <br />wondered about the number and .type of trees because.that would affect the sound <br />level and was concerned that the mound would eventually erode into the ditch and <br />questioned what was to be done with the ditcho He, too, believed that moving the <br />entrance away from the front of the store would be safer and also believed that <br />some consideration should be given to an entrance on the property across the <br />street. Mrs. Schuler, also from Colebrook, ad.vised that all three condominiwn <br />associations had met and their coments represented what all the 172 members <br />discussed. They requested the following; that the lights be no higher than 26 <br />feet and directed toward Wal-Mart; that the truck docks be enclosed, if possible; <br />that the sidewalks be close to the road, and as far away from their sidewalks as <br />possible; and they believe that the brick fencing will help with noise problems. <br />In response to her questions, she was advised that all truck deliveries must be <br />between 8:00 a.m. and 9:00 p.m., but that does include weekends; that the <br />compactor noise is regulated by the noise ordinance and it would appear, from the <br />information submitted, that it would be not be near the maxi_mLUn permitted in the <br />evening, if the noise does become a problem, there would be recourse through the <br />city. Mr. Orlowski advised her that the compactor is to be insulated and enclosed <br />and he will request that Wal-N1art submit a plan showing that. She asked if, in <br />the future, they needed a light at Columbia and Clareshire, could it be mandated <br />that Wal-Mart bear the cost since they are ad.ding the traffico Mrs. Hammer, a <br />resident of Clareshire Drive, advised that when she walks she usually crosses <br />Great Northern at the Restaurant/Westbury access and she asked for a pedestrian <br />light. She, too, was concerned about the ditch which she stated does not drain, <br />the water just sits and causes a problem with mosquitoeso She ha,d been told by <br />the County that this was a creek and it did drain.
