Mrs. Hammer believed that this was <br />a creek before Country Club Boule•vard was built, but the na,tural drainage pattern <br />was changed with the construction of the road. She believed that the Wal-Ma,rt <br />construction wi]1 aggravate the existing problem-. In response to several points, <br />Mr. Deichmann advised that sidewalks an Great Northern are a part of the city's <br />traffic signalization program, and will even be installed on the limited access <br />portion of Great Northern which O.D.O.T. and the federal highway officials agreed <br />to, consequently, he does not believe that there will be a problem with sidewalks <br />being installed on Brookpark Road right of way. Provisions will be made for a <br />pedestrian crossing at Great Northern Boulevard. Mr. Newberry explained that 42 <br />feet of mounding will screen the headlights from view from across Brookpark Road, <br />arid they will plant a mixture of evergreens, flowering trees and hedges on the <br />mound and along, with plantings in front of the building facade to break up the <br />view frcan the north. He does not have an actual count of the trees on the east, <br />but the intent was to provide a relatively solid buffer (at full growth) of blue <br />spruce, white and Austrian pi.nes. The drainage ditch is on the condominiLUn <br />property ea.st of their property line, and he ha.s noted that it is slow moving, <br />and was originally intended to drain the area between the fields that were there. <br />He does not lmow why it is so slo-Ya, but it does run to Brookpark where this is an <br />inlet. The drainage ditch on their site only serves this property since the <br />Corporate Center was built and thi_s actually created the wetland on the site. The <br />compactor will be enclosed with ,a wall on the east and north side with a shed <br />roof on top, it will be open on the south side where the bin is located. He was <br />pleased to hear that O.D.O.T. might allow sidewalks on Brookpark, because during <br />his conversation he was led to believe that this might not be possible. Mrs. <br />Schuler asked if, since the ditch was on their side, did it become their problem. <br />N1r. Newberry stated that the mow.ld would probably decrease the amount of water, <br />but it would come in faster. He stated that they would have to be sensitive to <br />where the clitch flows and there is an easement that allows drainage from both <br />sides of the property line. He advised Mrsa Schuler that this ditch does drain <br />some of the water on a portion af the condominium property and that they will <br />plant some fast growing ground cover to prevent the mound from eroding. Mrs. <br />Schuler would like the City Engineer to look into this. Mr. Gorris stated he <br />would like to forward this to the Architectural Board, the Safety Department and <br />the Engineering Department. His biggest concerns were the ingress/ egress to the <br />parcel and how it will interplay with the parcel across the street and as well as <br />Mr. Griffith's comments on the main drive going directly to the front of the <br />building. He, personally, is opposed to two accesses off Brookpark Road, and if <br />there is only to be one access, where should it be. Should it run the traffic <br />right to the front of the building as it is shown now, or should the main <br />entrance be moved west no furth.er than 200 feet as recommended by the city <br />traffic engineer and the parking restudied. In passing this on he would like the <br />developer to prepare an alternate set of drawings showing one entrance/egress. He <br />would like to re-state the Commission's concern about the main entrance coming <br />into this parcel immediately in front of the building. He would also like layouts <br />of this parcel and the parcel that is across the street from them should be shown <br />on that plan and on a new proposal with only one drive on Brookpark Road in order <br />to see what impact this development will havea He would like both of these plans <br />forwarded to A.R.B. so that they could address screening on either plan. He would <br />also like both plans forwarded to the Safety Department. He asked if the members <br />wanted to see this again before it goes to the A.R.B. Since the members agreed to <br />forward it, Mra Gorris advised that he would make the motion. Mr. Orlowski stated <br />that he might amend it. B. Gorris moved that regarding the Wal-Mart Stores, Inc. <br />proposal to construct a building on the property located on Brookpark Road, east <br />of the Westbury Apartments and west of Colebrook and Clareshire Conaominiums-, the <br />12
