the trees, but that may not be possible with the mound. In reference to the truck <br />deliveries, Mr. Newberry advised that if a trailer has to be at the store for <br />over an hour, the tractor is tmhooked and goes to another location; if a truck <br />stays for a short time, the drivers are instructed to turn it off. Mr. Orlowski <br />repeated suggestions made previously, to construct a block wall to screen the <br />tractors in the truck dock and to restrict delivery hours. Mr. Conway repeated <br />that deliveries and Unloading is only allowed in the city between 8:00 a.m. and <br />9:00 p.m. Mr. Bingham advised Mr. Miller that hours of operation had not been <br />determined and he cannot commit to specific hours. They were not anticipating a <br />24 hour operation at this time, but that could change tomorrow. Mrm Newberry <br />clarified that the compactor compresses loose trash and puts it into a bin for <br />disposal. The baler to recycle cardboard is inside, but he cannot assure the <br />members that these bales will always be inside, they might be stored outside near <br />the truck dock at times, but only for short periods. The only dUmpster is the one <br />corinected to the compactor. Mr. Conway advised that cardboard stored outside <br />would have to be in a designated area and the Commission could require screening. <br />The developers stated that there would be 6 to 8 deliveries a day by Wal-Mart <br />trucks, but there might be some U.P.S. or Federal Express deliveries. During <br />Christmas there would be 8 deliveries a day which is about the same for all <br />stores regardless of their size. Wal-Mart has retained its interest in the Dover <br />Lorain property, and if thi.s location is approved, they will withdraw from there. <br />Mrs. 0'Rourke asked if they could prohibit customers from changing oil and tires <br />in the parking lot si.nce she frequently sees oil cans, etc., in other parking <br />lots. The developers advised that Wal-Mart does not allow it, since they have <br />their man facilities, but basically, if it happens, it is a ma.intenance problem. <br />-- Mr. Bingham clarified that most T.B.O.'s do not operate the same hours as the <br />store, the store might open at 7 or 8:00 a.m., and the T.B.O. might open at 9:00 <br />a.m. and close at 7:00 p.m. especially in the winter. After a short recess, Mr. <br />- Gorris asked for audience participation. N1r. Gerrity, president of the Jefferson <br />Place CondominiUm Association, advised that he had presented pictures at the <br />B.Z.A. meeting showing bales of cardboard stacked outside for pick up at three <br />different stores in the area. He asked for assurance, in writing, that Wal-Mart <br />would get fined if this happens here. He positioned the stick-on in several <br />locations and believed that the building could work in another location if the <br />dock and T.B.O. were rearranged and the Country Club parking lot would be used <br />for employees only. He maintained that there is another store with this type set <br />up and customers can get into the T.B.O. Mr. Bingham responded that they would <br />lose parking spaces. It was clarified for Mr. Gerrity that they will only have 20 <br />to 25 extra spaces. He, too, believed that they could down size the store <br />slightly, and noted that they do have different stores at other locations so they <br />either make changes to a building or have 5 different prototypes. He questioned <br />the need for 3 truck docks when there are only 8 deliveries a day and was advised <br />that trailers are left for lmloading and pick up later. Mr. Conway advised that <br />they are allowed to do this for a limited period of time, but they cannot use <br />them for permanent storage. He believed that they could keep them an the property <br />for 48 hours. In response to Mr. Gerrity's questions, Mr. Newberry estimated that <br />the Brooklyn store, which could be expanded to this size store, had 16 to 18 <br />light poles and about 100 spaces less than planned for North Olmsted. Mr. Bingham <br />advised that the parking lot will be expanded at the same time the store is. He <br />further stated that he was not sure if a McDonald's would be installed in this <br />store since this is a new concept, and there are several different fast food <br />stores now goinb into Wal-Mart buildings. He was not sure if food deliveries <br />would be by 14al-Mart trucks or the franchise trucks. All restaurant equipment <br />coolers, etc. would be internal. In response to Mr. Gerrity's suggestion that, if <br />they move the cL ive, employees could park in the second bay, Mr. Bingham advised <br />9
