y <br />foot mound behind the building and a 3 foot mound as it runs closer to Country <br />Club Boulevard. He wanted the grade of the mound established at the elevation of <br />the grade of the building and/or at the highest elevation along that eastern <br />boundary to insure that this is an 8 foot high mound. He contended.that if the <br />mound is going up to 8 foot at the center at a 2 to 1 ratio the mound should have <br />16 foot on each side and with the one foot flat area on top so they would need 33 <br />feet in total; and there is only 25 feet at the narrowest pointo He reiterated <br />that the B.Z.A. required 10 adclitional feet from what they had requested, and if <br />that 10 feet were carried through (in landscaping) all the way down to Country <br />Club Boulevard, it would be possible to build an 8 foot mound. Mr. Newberry <br />responded that the grade shown on the sections provided this evening illustrates <br />that the mound created at 758 elevation which is 8 feet above the existing grade <br />at the property line in most cases and the maximum contour that crosses the <br />property is 751. Mr. Orlowski stated that the object is to'create an 8 foot mound <br />from floor grade level. Mr. Newberry responded that the B.Z.A. advised them to <br />use the elevatian at the property line as the beginning of the 8 foot mound. Mr. <br />Orlowski responded that he did not see that in the minutes. Mr. Thomas advised <br />that the Law Department had clarified that the B.Z.A.'s jurisdiction was to grant <br />the vaxiance, but not to specify landscaping or mounding. Mr. Newberry clarified <br />that the area that juts out by the truck dock is part of the building and there <br />is 60 feet from tha.t corner to the property line. He clarified that they had <br />asked only for a variance for the building line, not for the paving line, and the <br />landscaping is required to be 25 feet back from the property line. Mr. Conway <br />stated that the B.Z.A. had required that the compactor be enclosed, otherwise it <br />would not be considered part of the structure. He clarified that no variance <br />would be required. Mr. Newberry stated that he had brought drawings of the <br />enclosure..to the A.ReB., but they may have taken all of them. (Mr. Conway <br />presented the file copy of these plans to Mro Thomas). Mr. Newberry then <br />presented drawings of the lighting plan and introduced Mr. McConnell, from <br />compariy that does Wal-Mart's lighting analysis. The Gardco W.G.D.F. fixture is <br />rectangular with the bulb recessed within it, almost identical to the ones at <br />Chili's, the Radisson, and is an improved version of the ones at the Corporate <br />Center. The pole heights will be 26 feet to the fixturea Regarding the signage, <br />the B.Z.A. had granted significantly less than had been requested, so they are <br />now allowed to have one "Wal-Mart" sign at the main entrance of the building; a <br />"Tire and Lube Express" sign on the south end of the T.B.O. extension; and 4 <br />monument signs, three at the entrances on Brookpark, Country Club, and Great <br />Northern Boulevards, which are to be 5 foot high with sign panels which are to be <br />no more than 8 feet long by 2 feet high, can only state "Wal-Mart", with no <br />advertising. The fourth sign is to be located near the end of the ma,in drive and <br />is 4 feet high by 1 foot wide and directs customers to the T.B.O. area. In <br />reference to the drives, Mr. Newberry clarified that the main entrance had three <br />lanes, one entrance lane and two exit lanes, one left and one right turn, the <br />drive at the western most portion of the property was right turn in and right <br />turn out only. There is also a de-acceleration lane added on Brookpark Road at <br />the request of the city traffic engineer. The shared exit on Country club for <br />both Wal-Mart and the Corporate Center will be 2 lane entrance and exit and has <br />been moved north fran the southwest corner of the property in order to give some <br />space for the existing trees and at the suggestion of Mr. Griffith and their <br />traffic consultant, so if a signal is ever warranted on Country Club Boulevard, <br />it should be opposite the Corporate Center driveway which provides adequate <br />stacking area. Mr. Miller questioned the location of the "no truck" sign since <br />once a truck is at that location there would be no place for it to go. Mr. <br />Newberry responded that this is a highway type sign, 7 feet tall, and should be <br />clearly visible from the de-acceleration lane; this is the location that is <br />3
