, <br />Building Commissioner Conway presented revised plans that had just been <br />submitted. Mr. Newberry explained what had been done in response to the requests <br />made at the previous meeting. An alternate site plan had been prepared and <br />shows a single access on Brookpark Road located about 100 feet away from the <br />entrance of the building, the western access is shown as being removed. This plan <br />creates four more conflict points within the parking lot, even though it is ideal <br />to have the main entrance away from the front of the storeo He advised that the <br />city traffic engineer, Mr. Griffith did not believe that this alternative should <br />be accepted. They ha.ve also prepared site plans showing the relation of the <br />drives on both plans to proposed drives on parcel "E" (across the street). He <br />noted that the orientation with the drive 100 feet to the west puts the adjacent <br />driveway in a position which would limit the development on the west portion of <br />the parcel, but it does open up the eastern portion somewhat; thus he concluded <br />that relocating the drive is basically not suitable for their operation. Mr. <br />Gorris corrunented that the best place for the ad jacent drive would be in an area <br />which would put it in the middle of the proposed building, but then their <br />building would have to be moved. Mr. Newberry advised that the original drive <br />(requested by Biskind Development in the 1980's) was supposed to be somewhat <br />further east than the ane being proposed now. It has been determined with Biskind <br />Development that the location of this drive as shown will not restrict the <br />development of the west portion of parcel "E". He clarified for Mr. Thomas, that <br />usually Wal-Mart prefers not to have the main drive go to the front of the <br />building, but this is the best plan for this situation. He comnented that he <br />presented the plan showing parcel "E" at the request of the Cotrnnission. They have <br />met twice with the Architectural Board the last time being this evening at 5:30 <br />p.m. ard the result was to recomnend architectural treatments on the building and <br />acceptance of the landscape plan. This approval also included an 8 foot high <br />brick wall along the top of the 8 foot mound on the back of the store. Their <br />landscape architect has met with Mr. Wendell, the forester, and they have noted <br />trees to be saved with a significant number along the east property line and a <br />grove of trees near the southeast corner, another grove along the west side of <br />the property, and a few near the picnic tables near the Corporate Center. They <br />will continue to work with Mr. Wendell and to attempt to preserve as many as <br />possible. He also clarified for Mr. Thomas that there would be lawn on the east <br />side of the building and continuing from Brookpark to Country Club. Mr. Newberry <br />stated that the fire chief wanted an open area next to the buildinR for fire <br />access. ne rurtner clariiiea ttiat the mund is not straight, but shitted in order <br />to save some large oak trees behind the building. They intensified the bu.ffers <br />along the east property line, particularly in the axea of the truck dock and <br />along Brookpark, by relocating trees. They will be replacing the trees beside the <br />Westbury, since those at that location are not worth saving. Mr. Newberry <br />explained that there was sufficient area to put in a mound behind the truck dock <br />where there is 30 feet of asphalt and a 25 foot wide area for a mound. Mr. <br />Orlowski disagreed. Mr. Newberry stated that this additional asphalt is necessary <br />to allow a truck to turn into the truck dock. Mr. Conway clarified that 837 <br />parking spaces are shown, and 832 would be required. Mr. Thomas is concerned <br />about the turnaround on the eastern portion of the lot as opposed to where the. <br />parking spaces are in front of the Tire, Battery, and Oil (T.B.O.) section. He <br />would like to see more landscaping where the asphalt is shown to keep trucks away <br />frm the eastern property line. Mr. Newberry advised that they did remove some <br />parking in the area of the turnaround. Mr. Orlowski read the Planning Commiss.ion <br />minutes of 3/22/94 wherein Mr. Newberry explained how the 8 foot mound would be <br />established. He maintained that the mound does not even scale out to 8 feet in <br />this area and that the mound starts out 2 feet lower than the floor grade of the <br />building.
