Mr. T'homas responded that he <br />has uo problem with this proposal, but he does have a concern about the integrity of the shopping <br />ceuter and how the other tenants will fulfill their agreements with the landlord and also if they will <br />respect this property, the playground, the privacy and safety of the children. Mr. Orlowski noted <br />that on the list ofhomeowners who favored this proposal, there was only one which backed up to <br />the play area. He also advised that he had received a letter from Mr. J. Gruszka, 3965 Woodside <br />Drive, who is opposed to anytlung taking place to the rear of the building. Mr. Thomas pointed <br />out that Mr. Gruszka was north of Lauren Hill, and if he were east of Lauren Hill, he would be <br />affected by tlus. Regard'uig the list of signatures of property owners, Ms. Wolf stated that the <br />people who have a star beside their names live directly behind the property. She also stated that <br />the school would accept cluldren at 18 months and there would be an after school program for <br />cluldren up to 12 years old. W. Miller asked if the area where the children would be walking was <br />level or rolliug. Ms. Rogers stated that it was level. Ms. Wolf advised that school buses wou'id <br />pick up and drop off students at the center. Mr. Thomas asked if there were any ordinance <br />requiring traffic to stop on private property when school buses are unloading for day care centers. <br />Mr. Conway and Assistaut City Engineer McDermott were not aware of any. Mr. Thomas <br />believed that the Commission should discuss traffic control on private property if day care <br />centers will be going into areas with other businesses. Mr. Miller questioned if the day care <br />center in the old Biyant Stratton building was ever required to get a conditional use permit. Mr. <br />Couway stated that tlus would not affect this proposal. W. Garrish stated that he was a new <br />employee of the management company, but he would be happy to discuss any issues of concem <br />about the shopping center. J. Thomas moved to approve the day care facility called A Child's <br />View, and request that the conditional use permit be provided to A Cluld's View at 24064 Lorain <br />Road, contingent upon the approval of the Safety and Engineering Departments and ask that the <br />developers take into consideration some kind of fence along the parking spaces between the <br />mounding and the parking lot where they propose to march the children and wluch should extend <br />all the way down to the entrance of the play ground. Also the Commission would ask that the <br />Building Department pay special attention to the location of the dumpsters and also to provide <br />Carnegie Mauagement with a list of items that have to be addressed or improved, not only in <br />counection with A Child's View, but in connection with their original agreements with the city of <br />North Olmsted. Also the Commission would like a review by the Director of Law of the specific <br />ordinauce addressing the location of the playground, seconded by K. O'Rourke. Roll call on <br />motion: Thomas, O'Rourke, and Orlowski, yes. Mr. Miller. Motion failed to pass. Mr. IVliller <br />explained that he did not think it was a safe situation to put children close to garbage trucks, <br />liquor and cars. Duriug the framing of the motion, Ms. Wolf asked if a 4 foot chain link fence <br />would be sufficient. The members had no problem with that. It was clarified that no additional <br />trees were to be removed, this plan was an original site plan from when the center was built. Mrs. <br />O'Rourke questioned if there would be any lighting installed in the play area. 1VIs. Wolf responded <br />that they did not take the children out after dark. <br />2) Riui's Supermarket, 4700 Great Northern Boulevard. <br />Proposal to add a vestibule and remodel store front elevation. <br />3
