1? <br />construct a landscape buffer on the south property line adjacent to Handy Andy's consisting of <br />mounding with evergreens similar to what is along the Victoria Lane easement; to repave the <br />Victoria Lane easement area (from Country Club Boulevard north to the service drive of Plaza <br />North) with an arrangement that is acceptable to the association as to how the costs will be <br />proportioned; the condominium resideuts can continue to use the spaces south of Plaza North, <br />until they are needed, at no cost to them; they will repair the portion of the east/west service drive <br />adjacent to where the buffer zone is to be installed in an attempt to level the pavement which may <br />eliminate some of the noise from trucks, however, by the end of the year, they hope to submit <br />plans to improve the entire service road; they will also research the leases of Handy Andy and <br />Marc's to determine if they can recommend that trash compactors be installed to reduce some of <br />the trash removal activity; further they will prohibit the burniug waste by their tenants; and <br />finally, they intend to re-kindle a spirit of co-operation between the condominium residents and <br />themselves and have suggested that a complaint form be devised in order to log the various <br />complaints made by the residents against tenants in the shopping center. In reference to the <br />concerns mentioned by the Planning Commission at the previous meeting, the height of the <br />building has been reduced by 4 feet which is compatible with the rest of the center; the crimson <br />red will be changed to the same accent red that exists on Plaza North; they are also looking into <br />some buffering or souud deadening material that can be applied to the inside of the truck dock <br />wall to assist in eliminating some of the echo that might occur, and he noted that this dock is <br />about 350 feet from the closest corner of the condominiu.m building as opposed to 100 feet from <br />the existing Gentry's dock; all lighting will be shielded; and they will be installing prohibitive <br />signage to keep trucks from dieseling in the back and delivering during off hours. There are a <br />number of d.ifferent types of leases, but in general they can enforce the delivery hours by means of <br />the lease. Mr. Gorris stated that he had not had time to review both proposals. Mr. Hogan, <br />president of the condominium association, was asked to spe4 at this time. He advised that after <br />the meetings mentioned by Mr. Papandreas, the association received 'mput from the residents and <br />presented their proposal to the developer, after which he met with Mr. Papandreas and Mr. Gould <br />to work out a final proposaL He is confident that everything will be worked out satisfactorily. <br />They want the mound, to be consistent with the mound on Victoria Lane and this will be reviewed <br />by the forester. Mr. Gorris stated that both the forester and the Architectural Review Board will <br />review the plans. Mr. Hogan advised that they are makiug up a complaint form and will work with <br />Biskind Development and the city regard.ing all complaints. Mr. Miller suggested that it might be <br />best not to stripe the new parking spaces behind Best Buy to discourage dxivers parking behind <br />the plaza. Mr. Papandreas agreed to this as long as the city could include those spaces in their <br />parking space count. Building Commissioner Conway had no problem with that. Mr. Gorris -- <br />suggested that stripes be removed from the next plan. Regarding the height of the peak, a new <br />drawing showed that the elevation would be no taller than Marshall's so the height will not <br />exceed any of the existing heights. Neither the members of the audience nor the members had any <br />more questions. B. Gorris moved to refer the Best Buy proposal, 5152 Great Northern Plaza <br />South, to the Architectural Review Board and ask that they pay particular attention to the <br />screening both adjacent to condominium association on the Handy Andy side as well adjacent to <br />this development; it is the Commission's assumption that the plans presented to the A.R.B. will <br />have the muted red tone that will agree with Plaza North. Also to refer to the forester for his input <br />as it relates to the screening; to the Safety and Engineering Departments for their input; <br />seconded by L.
