\\ <br />? . ? <br />/ i <br />developers stated that they intended to keep the chain link fence with slats in it on the rear <br />property line and one of the members mentioned that there was shrubbery growing though it. <br />2) Christian Meeting Room, located at the south east corner of Clague and Brookpark Roads. <br />Proposal to construct chapel. <br />Requesting referral to the Board of Zoning Appeals. <br />Mr. Wyman, trustee of the Christian Meeting Corporation, explained that is a non profit <br />corporation and they would like to bu.ild a small chapel on the southeast corner of Clague and <br />Brookpark. Build.ing Commissioner Conway advised that the variances required are due to the <br />size of the lot, the front setback should be 100 foot, they have 77.25 feet, the side and rear yards <br />both require 75 foot setbacks, they have 53 on the side adjacent to residential property, and 50 in <br />the rear. The setback on Brookpark is controlled by the zoning which is multi-family a;ud <br />conforms to code. He advised that the chapel is designed for 40 members and is used twice a <br />week, Sunday morning and Monday evening. Usually they only have about 10 cars, but they are <br />providing 16 spaces as required by code. Mr. Thomas would prefer the parking on the <br />Brookpark side of the property, away from the homes. Mr. Wyman noted that the cars would <br />head in toward the chapel, away from the homes, and they positioned the building this way to <br />attenapt to meet the sideline requirements. There will be a 6 foot high privacy fence adjacent to <br />the residential property to the south and the other three sides would be chain link for safety of the <br />children. No pole lights are proposed but there will be three 250 watt lights on the building. He <br />advised that they have spoken to three neighbors adjacent to the property. Councilman McKay <br />asked how high the building would be and noted that if the parking were changed to the north <br />side, it would put the drive closer to the intersection causing more traffic congestion in a higlily <br />congested area. He stated that frequently drivers turned into the residents drive to get onto 1480 <br />so now the light is timed so only 4 cars can get through it. He believed that this driveway location <br />would be the best possible location. Mr. Conway explained that the zoning is multi-family and the <br />setback on Brookpark is related to the height of the structure and it works out to be 24.75 feet <br />and they have 25 feet. Mr. Gorris questioned if it might not be better to move the building closer <br />to Brookpark and have them ask for another variance. W. Thomas stated that if they were closer <br />to Clague Road and if that intersection widened, there could be a problem. Mr. Gorris believed <br />that if it were moved closer to Brookpark it would give the residents on the south a larger buffer. <br />Mr. Wyman stated that they would accept a few more members in that congregation, but if it <br />doubled, they would look for another site. They do have a larger church on Crrayton Road in <br />Cleveland and this was for a local group. Mr. Tallon would prefer that there be coach lights on <br />the building (as shown in the picture) rather than the high pressure sodium lights that are shown <br />on the plan. Mr. Wymau clarified that the security lights by either door would remaiu on all night, <br />but the larger lights would only be used on Monday evenings when the building was in use. They <br />do not have any social fu.nctions in the chapel. Mr. Thomas questioned if the zoning code <br />differentiated between a church and a meeting room. Mr. Conway read the code definitions wliich <br />required a conditional use permit, and it stated churches, libraries, museums, places for public <br />assembly, memorials, monuments, cemeteries, fraternal organization, and private clubs. Mr. <br />Conway advised that if the use of this building were ever changed, he would have to bring it back <br />to the Commission. Mr. Tallon would like the lighting changed because it was only 53 feet from <br />the lot line and would be too bright. He suggested that they could install two or three 10 foot pole <br />3
