L. <br />Orlowski moved to forward the proposal for St. Brendan's, 4242 Brendan Lane, to place a <br />modular classroom on school property to the Board of Zoning Appeals with a recommendation <br />that the variance be granted and if it is acceptable to B.Z.A., it can be forwarded directly to the <br />B.Z.D. Committee of Council, seconded by P. Miller, and unanimously approved. <br />4) Great Northern Dodge, 26100 Lorain Road. <br />Proposal to construct addition to existing facility which will connect two buildings. <br />Mr. Shartman, owner, and Mr. Fee, architect, explained the plans to construct an addition to fill in <br />between the showroom/service department and the auto body building. Mr. Fee e}cplained that <br />they would match the existing brick, Diyvit and the red roofing that is on the front. The addition <br />will be two stories, but it will only be slightly higher than the existing buildings. Since the original <br />site plan did not show the parking, he presented a parking plan showing 86 spaces including 4 <br />handicapped spaces, the spaces on the west property line are at a 60 degree angle. Bu.ilding <br />Commissioner Conway advised that 73 parking spaces will be requ.ired under the new code, <br />originally only 45 were required, and these extra spaces are not necessarily needed because of the <br />addition. Mr. Fee clarified that Mr. Shartman rents an "L" shaped lot to the east and north of his <br />property for new car storage, but is not shown on the plans. Since the dumpsters will have to be <br />relocated to the rear of the property, nearer the residences, Mr. Orlowski would like them <br />enclosed. Mr. Shartman is not sure the trucks could get in to get them if they were enclosed, but <br />he believed that they could put slats in the fence. Mr. Fee presented the color board. Mr. Tallon <br />questioned the angle of the parking on the west side, because the spaces are angled toward the <br />wrong direction for the drive which is normally used as an exit. Mr. Fee stated that this is the way <br />they are parking there now, but it probably should be changed. Mr. Shartman agreed that they <br />could add some shrubs, perhaps some tall fir trees, behind the dumpsters; he did not believe that a <br />wall would look right next to the neighbors properiy. Mr. Gabriel, a neighbor adjacent to the <br />body shop, was concerned about lighting on the bu.ilding. He stated that, in the winter, the lights <br />were visible from their homes. He was advised that there would be no lights added on that side of <br />the building, and Mr. Fee believed that the addition would screen some of the existing lights. W. <br />Gabriel is concemed since this business is moving back toward the grassy area and believed that <br />they would be asking for a variance to park back there. He stated that the Building Department <br />had been called about them parking cars on the grass. Mr. Conway clarified that the commercial <br />property goes back to the recreation center. Mr. Gabriel did not think that the grassy area was <br />commercial. Mr. Conway will check this with the Engineering Department. Mr. Orlowski <br />suggested that they could add some shrubs along the fence, but Mr. Shartman noted that there <br />was a swale going along the fence. Mr. Shartman stated that the neighbors had not wanted the <br />slats put in the fence when it was installed. Mr. Conway clarified for Mr. Gabrial that he had told <br />him that there were no plans to use the rear property as commercial, and if they proposed <br />anythiug back there, there would be a public hearing and the commission could require a fence. It <br />was clarified that this rear properiy was re-graded at the request of the Engineering Department. <br />Mr. Shartman estimated that the light pole on the northwest side was probably about 20 feet high. <br />Mr. Tallon advised that the Illuminating Company would put a shield on that light. The lights on <br />the east side of the property are probably 20 feet high also, and Mr. Tallon believed that the 25 <br />foot high addition might block the glare.
