Mr. Boss, developer, presented the plat. City Engineering Deicluna.nn explained that tlus is the <br />final improvement plat and noted that block "A" has 3 driveways, 1 existing drive on Barton <br />Road (one will be removed) and two new drives on Jacqueline Lane. Nlr. Boss explained that <br />there would be no way to tie the drives together without the extra drives and having the 3 drives <br />will eliminate having 110 feet of driveway. K O'Rourke moved to accept the proposal to <br />subdivide permanent parcel nos. 233-3-2, 233-3-4, and 233-3-10 located on the north side of <br />Barton Road near the Lorain county line into twenty-two (22) residential sublots, and two non- <br />inclusive blocks "A" and `B" parcels as approved by Planniug Commission (April 12, 1994) and <br />Council (Resolution no. 94-94), seconded by J. Thomas, and unavilnously approved. At this <br />point, Mr. Boss commented about the requirements to put in Austrian pines, and advised that <br />when he developed Office Park he was required to plant Austrian pines on the east property line, <br />and now they are now 18 feet in height and over shadow the roadway by about 4 feet, wluch <br />could cause a problem. He was advised that at that time, Mr. Zergott was not on the Architectural <br />Review Board aud the city had no forester. He was advised to contact the forester, Dave Wendell. <br />COMMUNICATIONS: <br />No items. <br />VI. COMIVIITTEE REPORTS: <br />No items. <br />viI. MINOR CHANGES: <br />Iu reference to the Christian meeting room, Mr. Gorris asked if the members agreed with him that <br />there was no reason to bring it back to the Commission after it goes to Board of Zoning Appeals. <br />Mr. Conway noted that this is practically a residential structure. Mr. Gorris stated that the only <br />coucern was about the lighting and as long as there is screening, it would seem that this could go <br />right on the B.Z.D. <br />Mr. Conway has a minor change for to include a fuel tank and a generator next to the structure <br />that was previously approved for Cablevision as a minor change. The generator is 58 inches long <br />by 26 inches wide and 40 inches high and will be on a concrete pad, and the tank appears to be <br />about 3 feet long. Mr. Thomas stated that there has always been a generator ou the property. Mr. <br />Conway explained that he had to bring t3us to the Commission because it was ou public land. <br />VIII. NEW BUSINESS: <br />No items. <br />IX. OLD BUSINESS: <br />Ord. 94-95 <br />Tlus ordinance is to amend the Senior Housing requirements in the Zouing Code. Mr. Orlowski <br />believed that efficiency units should be permitted in this district and noted that other senior <br />complexes do have them. Mr. Tallon noted that all the senior housing that he has been involved <br />with, do have efficiency units. Mr. Conway believed that this ordinance should also include <br />assisted living uuits wluch are basically just a bedroom with a sink and small refrigerator. Mr. <br />5
