T'hey were also trying to avoid having drivers going through a number of intersections in order to <br />get the site, and by using both Mill and Dover Center Roads the traffic was being dispersed. <br />Mi•. Miller believed that store "A" could be moved somewhat so this drive could be installed and <br />the traffic could come off Lorain and down the road where the islauds and landscaping are. He <br />questioned ifthe traffic consultauts addressed at this drive in their study. Mr. Papaudreas believed <br />that this would still allow for vehicular and pedestrian interface in the shopping center. Mr. Miller <br />thought that people would drive as close to the front as possible and tlus interface would still <br />occur and he was more concemed about the traffic at the intersection than the interface on the <br />property. Mr. Tliomas noted that many cars would pull up in front of the stores to pick up <br />merchandise. Mr. Nliller suggested either adding an entrance west of McDonald's or moving the <br />one shown to that location. Mr. Papandreas clisagreed. Mr. Tallon noted that there was only 131 <br />feet between Mill Road and their drive which would stack 6 cars, and from Dover Center to, <br />Lorain there would be room for 24 cars, and this whole area would be gridlock. Mr. Papandreas <br />responded that this is why they eliminated left hand turns and they were interested in getting the <br />cars offthe road with continuous right turns. Mr. Tallon stated that this portion of Dover Center <br />Road is gridlock every day with nothing else there. Mr. Thomas believed that this project would <br />necessitate the city improving the infrastructure now when they are not in a position to do so. He. <br />asked what portion of that impact would the developers be willing to absorb. Mr. Papandreas <br />stated that the problems at Dover Center Road are not new and were identified in the NOWCA <br />report in 1986 and it was noted that north/south arterial improvements were needed, but none of <br />those improvements were made. However, that property has been zoned for retail, and a <br />developer has asked to use his land as zoned. He believed that there should be a mutual effort iu <br />dealing with tlus problem wluch has existed for some time. Mr. Thomas noted that there would be <br />a substantial increase in the expeuditures as a result of tlus development, and the city's schedule <br />for implementing those improvements will be burdened as a result of the number of accesses they <br />are plamung. Ndr. Deichmanu responded that a right turn in and right turn out access has less of an <br />impact than a full drive. Mr. Thomas stated that, in the plauning process, it would be helpful to <br />the Commission to kuow what the costs would be since this is the time when the city has the most <br />leverage with the developer to help ease the burden on the city. Perhaps there could be staged <br />developments for both the city and the developer which Mr. Deichinanu's office could provide for <br />the Commission. Mr. Papandreas stated that they intend, within their means, to participate, and it <br />would be helpful if they, too, were kept informed. Mr. Deichmauu advised that there were uo <br />plans at present to install a light at Dover Center and Mill even though at present it is warranted <br />aud that it would cost between 35 to 50 thousand dollars. Further neither pover Center uor Mill <br />Road are at the top of the priority list for improvement, but if this development is approved, tlus <br />would have to be re-assessed. If a light is installed at 1VIill Road it would have to be implemented <br />into the closed loop system which gives the green light to wherever there is the greater amouut of <br />traffic. Mr. Orlowski believed that this might stack even more velucles on the side streets. Mr. <br />Deichmaun stated that a car could stand at a light for 90 seconds instead of 60. He agreed witli <br />Mr. Miller that widening I3over Center Road from Mill Road to Lorain would sigvificantly <br />improve the intersection considering that 540 new vehicles per hour are to be added. Mr. <br />Papandreas is not sure that there would be land available to do this and he noted that Rooney's <br />property is not shown on the plan because nothing has been finalized as yet. Resideuts were asked <br />to participate at tlus tune. Mrs. Herbster was advised that Niill Road was not capable of caiYying <br />truck traffic and that the building would be approxinately 80 feet from her property line. N1r. <br />Hoelter noted the dealership's drainage system was made inoperable because of Wal-Mart when <br />a bulldozer when tlu-ough the dike and it has not been fuced for over a year.
