He visited two <br />of their other developments: he noted that there are security gates behind the center where <br />Manhattan Deli is located in order to keep trucks out in the evening , but there were tractor- <br />trailers left on the property, and if they are to be left on this property, he would like them in a <br />designated area so the neighbors do not see them. Also there was a recreational vehicle being <br />stored at one of their locations and it was obvious that it had been there for a while. He also noted <br />that most centers leave compacted and uncompacted refuse stored outside or if it is in enclosures, <br />the doors are left open. He would like the trash enclosure doors located away from the residential. <br />areas and kept closed. The neighbors are concerned about the possibility of joining two of the. <br />units in order for a large user to come in, and he would like some restriction on the size that any. <br />one store could be. He questioned if the sporting goods stores will be selling fire arms. Mr. <br />Trapp, a resident, would like sidewalks to the building and was concerned about pedestrian traffic <br />on Lorain crossing over the three lane exit and also with pedestrians crossing the driveways on . <br />the site. Mrs: Sokol, a resident, questioned the accuracy of the traffic survey, and advised Porter <br />Road had 1,298 cars going north and south between 5:00 and 6:00 p.m. yesterday (Monday); Mill <br />Road going 'east and west had 861 for a total of 2,159 cars. During one hour on Saturday <br />afternoon there was a total of 1,110 cars. She maintained that most of these cars were using a <br />short cut from Crocker Road and believed that the city needed the Crocker/Stearns extension. She <br />complained about automobile fiunes that they had now and noted that if there is a ligb.t at Mill and <br />Porter Road standing cars would produce more fumes. the Mr. Herbster had presented a petition <br />to Chairman Goxris requesting an 8 foot earthen mound with a miuimum of a 6 foot fence on top. <br />He advised that they the mound with a solid fence to address both noise and security. The <br />developer had mentioned at the meeting they would attempt to present some kind of an agreement <br />to limit the size of each store. Mr. Papandreas did not recall that exactly. Mr. Thomas stated that <br />something like a deed restriction was discussed at the last meeting, but no commitment was made. <br />Mr. Herbster stated that because of the number of schools in the area, the dxiveways should be <br />studied carefully to insure the safety of children. He believed that putting a left turn on the Lorain <br />Road drive would be a traffic nightmare. He thought that a traffic light should be installed at <br />Dover Center and Mill if a drive is to be installed on Mill and that driveway should be located so <br />the propertie's across the street can get in and out of their drives. He is concerned because so few <br />neighbors are here, but he believed that the perception is that this is not going to be that big of a <br />project. Mr. Thomas asked Law Director Gareau if a development had an existing access that was <br />installed prior to there being any city approval procedures, can the Commission move the access <br />to a more appropriate location. Mr. Gareau responded that they can, if the developer agrees and if <br />the traffic engineer thin.ks it is appropriate considering the location of other buildings, etc. He <br />noted that his memo had stated that the developer has a property right in the access, but it would <br />be within the; Commission's discretion to move it, if it is reasonable. Chairman Gorris stated that <br />one of their concerns is that two of the units could be consolidated up 100,000 square feet and <br />attract a Target Store or a similar type retailer which would not be much different that a Wal- <br />Mart. They lielieve that this developer is trying to attract low volume tenants, however things <br />change. How can the Commission protect the city to see to it that this remains as planned. Mr. <br />Gareau stated that if the unit were 100,000 square feet, it would not meet the other criteria for a <br />8
