and Lorain is now an "F", with the new signalization program it will be a level "D", if the <br />proposed improvements are enacted (with 3 access points) it will be increased to "C". He <br />clarified that if the right turn lane is installed it would go to a"C" and would be the only right <br />hand turn the city would have to install. Mr. Griffith, Assistant City Engineer, advised Mr. Miller <br />that two companies have done traffic studies on this property, and he estimated that he reviewed <br />and reported on 4 of them. Also, none of the studies addressed the level of service at Dover and <br />Brookpark Extension, and since Dover and Mill is not a.signalized intersection there is no level of <br />service specified for it, and that Lorain and Dover, with the closed loop system, this level would <br />go from an "F" to a"D" and he did not remember the level at Porter and Lorain, and that with <br />this proposal and the suggestions that he has made, Dover and Lorain would end up at a"C" <br />level. Mr. Papandreas added that with the signalization at Dover and Mill, without any widening, <br />Mill Road would have level "C" service, but there was no level evaluated for 3 lanes on Mill. Mr. <br />Miller verified that none of these plans required the widening of Mill Road. Mr. Griffith stated <br />that if the- worse case happened, such as if this changed to a shopping center, a third lane might be <br />needed, but not at this point with this proposal. He further advised that, if Dover Center were <br />widened, the county would pay about 90% and he clarified that.the county bases plans on what <br />the traffic growth is going to be from now to 20 years from now: •Mr. Miller believed that the <br />study recommend.iug the widening was done about 10 years ago and thought perhaps the <br />intersection is at that point now and that some relief is necessary b}% bleed.ing off traffic onto Mill. <br />Mr. Gorris noted that even if the county paid for the widening, the residents would still help to <br />pay for it. Mr. Miller asked Mr. Crriffith what his recommendations were for the entrances. Mr. <br />Griffith responded that he agreed with what is being proposed and the Mill Road access should be <br />moved about 425 feet from Dover Center Road, the existing one is too close to the intersection, <br />and further he agreed that Dover Center should be right turn only in and out and that Lorain Road <br />should have a left out even though it would be difficult during peak hours, it would be feasible <br />du.ring non-peak hours. Mr. Deichmann stated that they could not give an estimate cost to the city <br />until they have completed their review. Mr. Papandreas advised Mr. Miller that the mound would <br />be 8 feet high from the floor elevation; that the existing chain link fence would be relocated to the <br />top of the mound for security, and landscaping for visual screening. Mrs. O'Rourke noted that <br />Wal-Mart had proposed an 8 foot high board on board fence, and questioned why they would <br />propose chain link. This can be discussed with the residents. Mr. Papandreas clarified that store <br />"B" would have stereo installation facility in the rear with the doors facing west, but even though <br />all installation is done inside they have asked them to consider relocating the doors to tlie south. <br />They have inclicated to the residents that they would make studies to find out what could be done <br />to eliminate any sound trespass. The H.V.A.C. u.nits will be screened with some type of acoustical <br />screening, so that it would reflect noise to the east. Mr. Miller doubted that they would test <br />stereo equipment and car alarms with the doors closed. Mr. Papandreas advised that the forester <br />had not been aware of the proposal so he asked him to look at the mature trees, especially on the <br />peripheral area. He noted that there is little vegetation on the west bou.udary, and that is where <br />most of the mounding will be. Chairman Gorris called a 5 minute recess prior to hearing from the <br />residents. Law Director Gareau arrived during the recess. After the recess, Mr. Hoelter, a resident <br />of Porter Road, agreed that they did have a productive meeting with the developers. Regarding <br />the fence, they were talking about using the existing fence, but he did not mean that the existing <br />fence should be on top of the dike. He believed that they should start tlus project where they left <br />offwith Wal-Mart who had planned on a sound barrier on the top of the dike. Since this proposal <br />7
