ROLL CALL: <br />Chairmau Gorris called the meeting to order at 8:05 p.m. <br />Present: P. Miller, L. Orlowski, R. Tallon, and B. Gorris. <br />Absent: D. Cameron Alston, K O'Rourke, and J. Thomas. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmaun, Building <br />Commissioner Conway, and Clerk of Commissions Oring. <br />H. REVIEW AND CORRECTION OF 1VIINUTES: <br />P. Miller moved to accept the minutes of September 27, 1994, as submitted, seconded by L. <br />Orlowsld, and unauimously approved. <br />IlI. BUII,DING DEPARTMENT REQUESTS: <br />1) Ashton Norris Company, 31469 Lorain Road. <br />Review of site plan, proposal to install driveway, parking spaces; and landscaping and <br />to relocate dumpster. . <br />Refenal to Board of Zoning Appeals is required. <br />Mr. Arnold, owner, explained that they bought the building last year and the property is too <br />narrow to conaply with the codes that require 10 foot grass buffers in the side yards. They would,_ <br />like to put the parking and the dumpster in the back with a drive going around to the rear. They <br />will also be installing a handicapped ramp and the loading dock in front. Building Commissioner <br />Conway advised what varianees were required: the building is only 70 foot from the right of way, <br />and 100 feet is required; the loading zone will be in the front; the drive around the side will have to <br />be in the 10 foot landscaping buffer, the building does not •have 20 foot side yards as required, and <br />even though this is existing, it must be addressed by the Board of Zoning Appeals; and there <br />should be a 30 foot landscaping buffer in the rear. He clarified that this lot and the surrounding lots <br />are zoned Limited Industry. Mr. Arnold explained they only have U.P. S. deliveries and that the <br />rear yard goes into the Plain Dealer bu.ild.ing property. There are two tenants in their build.ing, and <br />they only employ about 2.5 people per day. He explained that they did not need all the proposed <br />parking, but since they are doing the work, they decided to put it in. Mr. Conway clarified that this <br />was a concrete block, duplex home. Mr. Ashton stated that they intended to do the apron and <br />driveway in front before winter, but doubted that the rear parking lot could be completed before <br />Spring. They do waut to get the dumpster in back, because of the appearance. Mr. Conway <br />explained that they would only be required to have 5 parking spaces, but his big concern is getting <br />the dumpster in the back yard. Mr. Gorris stated that if they did not need all these spaces, he would <br />prefer that they not be installed and that would also eliminate a variance. Mr. Arnold agreed a.nd <br />stated that they would remove the last 2 or 3 spaces on each side which would still give them <br />extras spaces if they hired more employees. It was decided that this could be reviewed by the <br />Architectural Review Board at their next meeting, then after it goes to the Board of Zoning
