R. <br />Tallon moved to forward the World of Sleep Plaza, 24260 Lorain Road, proposal to construct <br />building, to the Architectural Review Board with the following recommendations: that the lights <br />on the north elevation (rear of building) be wall washers; that the HVAC units be screened on <br />the roof; that the parapet be lowered to be in line` with the mansard roof; that the mansard be <br />carried around the sides to the rear of the building; that the materials for the building be a split <br />face block; that there be continuous concrete curbing installed around the parking lot; that the <br />trash area be fenced; that additional landscaping should be added on both the sides and rear; that <br />safety light be installed in the rear parking lot; that the drawing should include the driveways to <br />adjacent properties, those across the street, and to the centerline of Coe Avenue along with the <br />distance shown between the centerline of Coe and this driveway; that the entrance point where <br />the utilities go into the buildiug be noted on the plans and proposed screening be shown to both <br />the A.R.B. and the Planuing Commission; also'that the color schemes and samples of products be <br />submitted to the A.R.B. including the materials to be used on the sign board and also that the <br />loading docks should have some kind of removable safety rail or chain that would go from one <br />handrail to the other so the docks are not left open when not in use. This proposal is also to be <br />forwarded to the Engineering and Safety Departments aud to the forester. It is also <br />recommended that the requirement of have two 21ane driveways be waved, so that there is only <br />one point of ingress/egress. The motion was seconded by P. Miller, and unauimously approved. <br />During the motion, Mr. Orlowski explained that there was an open space between the handrails <br />of the two loading areas and he believed that this could pose a problem if children tried to skate <br />board in the axea. Mr. Bailey was advised that the proposal would be forwarded to the <br />Architectural Review Board on December 21st who would review the proposal including the <br />revisions requested this evening; and will return to the Planning Commission on January lOth. <br />IV. MINOR CHANGES: <br />Building Commissioner Conway advised that, Mr. Thomas, the owner of the property on either <br />side of the Ice Cream Parlor, has requested permission to install a 4 foot chain link fence. He <br />believed that this was necessary because Mr. Benik, the owner of the Ice Cream Parlor, made <br />changes to the cedat fencing by leaving some gaps in the fence in order to install trees. Mr. <br />Thomas is concerned about safety since children might use these areas to cut across his lot. <br />Since the way Mr. Benik has installed the fence is not the way it was approved by the Planning <br />Commission, he has been advised that if he is not going to install the fence as approved, the <br />revision must be returned to the Commission as a minor change. Mr: Thomas advised that if they <br />end up installing solid fencing as originally planned, he would like to install some kind of a <br />wooden guard rail in lieu of the chain link fence, in order to protect the fence from cars in lus <br />3
