? <br />with Biskind Development so that they could build their standard building the way <br />they would like to; and noted that Mr. Biskind would like to sell his land. He <br />asked Mr. McKay if he had heard of their 28,000 square foot building in <br />Tennessee. Mr. McKay responded that Mr. Bingham was the one who stated that the <br />bui:lding could not be changed. Since the people in the audience had not been able <br />to see the rendering, there was a short recess while the residents viewed the <br />plans and asked questions of the board privately. Mr. Skoulis, representing the <br />Park West Home Owners Association, stated that their ma.in concern is the <br />buffering along Brookpark Road since some of the homes will be directly affected. <br />He would like mounding higher than the 4Z foot that is proposed since there is a <br />33 foot area which could be used. He had been advised that they might be <br />permitted to use some of the O.D.O.T. right of way. He would also like a type of <br />shrub or tree that would grow to screen the enti.re property. He noted that Blue <br />Spruce took a long time to grow, but comented that the members had not accepted <br />his suggestion of Poplar trees or Arborvitae. Some of their houses are about 500 <br />feet, maybe more, from this proposal, but even in the summer, they can see the <br />lights from the Corporate Center. This would be an opportunity to screen the <br />entire area with something that would be different, -and more beautiful than most <br />commercial landscaping. He believed that what Wa1-Mart does today will influence <br />what will be done across the street. . Mr. Newberry presented a vicinity ma.p and <br />advised that it is nearly 1,000 feet between Wal-Mart and Mitchell Drive, and 850 <br />feet to the rear property lines. At present the lot on the north is vacant and <br />heavily wooded, but it will not remain that way. This plan Just shows a potential <br />drive across the street that will be interconnected with the traffic signal. He <br />stated that a 42 foot mound will shield headlights which are 2 Z to 3 feet above <br />grade except in the area of the drives. Mr. Cawrse stated that there is <br />considerable landscaping with pine and shade trees on the top of the mound with <br />planting beds at the corners. Since the area adjacent to the corporate center is <br />heavily landscaped, Mr. Zergott suggested relocating some of the pines shown <br />there'to this area. This landscaping was required by the sellers. Mr. Newberry <br />statecl that there would be buffering and landscaping requirements for the parcel <br />across the street and noted that those setbacks were shown on the ma.p. He stated <br />that the elevation of the Wal-Ma.rt property and Brookpark Road were about the <br />same. Mr. Skoulis would like a mound that would ma.ke this entire development look <br />better with some trees and shrubs to entirely screen it from the residents on the <br />other side, not just screen the headlights. He repeated that they can see the <br />Corporate Center iights which are further away than the Wal-Mart's will be and <br />they would like the entire area screened. He stated that a 42 foot mound was <br />negligible and used the Tire America mund as an example. The developers advised <br />that the lights are turned off shortly after closing at 11:00 p.m. Mr. Orlowski, <br />Vice Chairman of the Planning Commission, advised that the Board of Zoning <br />Appeals granted an additional 10 foot axea to'-the setback, and he understood that <br />that this was to be an extra 10 foot of landscaping a11 the way down Country Club <br />Boulevard, not just behind the building, which allows enough width to easily <br />maintain an 8 foot mound. He asked the taoard to consider the location of the <br />Clareshire Court Condominiums. He approves of saving trees but he would like to <br />see the mound maintained at 8 feet high and constructed in such a maniier that the <br />runoff is not very fast toward the condominiums. He suggested some kind of <br />conifer tree or a bush that would stay green a11 year round on this mound. He ha.s <br />talked to Dave Wendell about having a variety of evergreen trees with different <br />color schemes on the mound. He is concerned that the developers will return to <br />the boards, stating that there is not enough width to build an 8 foot high mound <br />at a 2.5 to 1 or 2 to 1 grading with a 1 foot level area on top for the fence. It <br />was previously agreed to keep the mound back 25 feet from Country Club Boulevard <br />to assure vi.sibility. He also suggested removing trees from the buffer beside <br />5
