She stated that <br />putting a mound in the middle of the roadway would create a problem with snow plowing since the plows <br />would start from each end of the roadway and pile the snow with salt in front of the mound and the <br />landscaper thought they would have to replace the planting yearly. Mr. Tallon estimated that there were <br />about 50 feet between the barricade and the C.E.I. drive which would be ample room to pile the snow, <br />and questioned why there would be a need to plow the snow past there. Ms. Schulz inaiutained that there <br />would not be room on the other side. Mr. Tallon suggested it could be pushed off to the side. Mr. Koeth <br />questioned if they intended to push the snow right into the guardrail and use the snow as a barricade also. <br />Mr. Tallon asked if this area was to be used as a snow dump. Ms. Schulz stated that there was no reason <br />not to, since there would be no through way to push it elsewhere. In response to Mr. Tallon's suggestion <br />that it could be pushed off to the side, she maintained that if they drove the snow plows up on the grass <br />they would have to repair that every year. Mr. Koeth stated that she had agreed to the mounding at the <br />last meeting. She responded that they had agreed to the concept and agreed to research it but the <br />landscaper agreed with them that this was not the right choice. Mr. Brennan is concerned that they will <br />put the guard rail up and remove it later and noted that Ms. Schulz had no problem with an aesthetic <br />approach to this solution previously. She questioned who was to decide which choice was right, this <br />board or the architectural review board that they were sent to. Mrs. O'Rourke stated that if they were <br />going to do this strictly for aesthetics, they would install a mou.nd and fence along the entire driveway so <br />the people in the condo's could not see the drive at all. She wondered if they were willing to do that aud <br />noted that, with the barricade there would be more traffic behind the condominiums because drivers <br />would be coming in, turuing around and going out. So in lieu of a mou.nd across the road, possibly they <br />should install a mound beside the roadway. Ms. Schulz believed that there was no difference in drivers <br />going in and coming out, than if they used the road as a cut through, and in time, people would learn that <br />they could not get through. Mrs. O'Rourke believed that if the road were maintained so drivers could use <br />it to go through and a anound was installed for the condominium owners the metal guard rail would not <br />be as intrusive, since there would be something to soften it. Ms. Schulz stated that the barricade was <br />butting up to the garage, not to someone's condo and this is just the back of the plaza which has been <br />there for many years. They have been in contact with the condominium association who have been <br />present at these meetings, and they had no objection to the guardrail at the architectural review board <br />meeting. Ms. Schulz stated that they have done plantings for the condo's, but the guardrail would be <br />behind their garage. Mr. Herbster suggested that they could extend the service drive past the driveway to <br />grassy area between the substation and Handy Andy's parking lot where there would be room to store the <br />snow. Ms. Schulz responded that there was a driveway with Handy Andy's dumpster and compactor <br />which had to remain open. She was not sure where they push the snow now. Mr. Tallon believed that <br />they could plow the snow they way they do now without any problems, and advised that they did not <br />want this area used as a snow dump. Mr. Tallon again stated that there could be two guard rails with <br />sufficient space in between in order to allow for some green space and landscaping, some small mound <br />with some hardy evergreen type plants which do not require much maintenance. Mr. Koeth noted that the <br />architectural review board preferred a wood guard rail and they could push snow up against that. He <br />believed that the mound would make a definite distinction between the two sections of road, but he <br />preferred wooden guard rails, which could be placed a little fiuther away to keep the snow away from the <br />plantings. Mr. Tallon noted that the traffic engineer recommended various signs and two road markers <br />evenly spaced. Ms. Schulz has a copy of those recommendations which they will agree to. Mr. Tallon <br />advised that, if they agree to landscaping, the proposal will go on to council. Ms. Schulz agreed to <br />landscaping with guard rails. Ms. Crrimes, a board member of the condominium association, advised that <br />they did want the road blocked of? and believed that the mounding and landscaping would have a more <br />residential look and would be compatible with what had been done previously in the back. R. Tallon <br />moved to accept the proposal to erect a barricade on drive behind shopping center in order to eliuuuate <br />through traffic for Great Northern Plaza, North, Lorain and Brookpark Road with the inclusion that it <br />--- <br />2 .
