Tallon moved to forward the proposal to the Board of Zoning Appeals <br />but before it is heard by the B.Z.A. we would like to refer it to the Safety Department to submit <br />their recommendations, forward it also to the Engineering Department so they can review the <br />proposals for the storm and sanitary plans and ask that the City Traffic Engineer review it from a <br />traffic standpoint. Also we will refer this to the B.Z.A. for the 25 foot variance on the side yard; <br />10 foot variance on the landscape buffer (in the rear); the 25 foot variance for the front setback; a <br />10 foot variance on the east side and the variance for the westernmost driveway on Lorain Road <br />which is within 100 feet of an intersection with the recommendation that the Board of Zoniug <br />Appeals deny the front setback of 25 foot, the west setback of 25 foot, and the rear landscape 10 <br />foot landscape setback variance. There is no problem with the 10 foot variance on the east side. <br />We also recoinmend that the variance for the curb cut on the far west side of the property on <br />Lorain Road. The motion was seconded by P. Miller, and unanimously approved. The neighbors <br />were advised that this proposal will be heard by the Boaid of Zoning Appeals on February 1, <br />1995 and that only the neighbors who were notified for this meeting would be notified for the <br />B.Z.A. Mr. Pfaffrequested that all the people on the street be notified, but were advised that the <br />city must abide by the ordinance. The neighbors will notify the other residents. <br />3) Bridgeport Village (Whitlatch & Co.), Property bounded by the rear property flines of <br />lots on West 231st Street on the east; by back land on the north, and by properties located on <br />Clague Road, Tree Lane, and Woodview and Sharon Drives on the west. Access will be from <br />the north side of Lorain Road between Clague Road and West 231 5treet, with a gate on to <br />Woodview Drive. <br />Proposal is to coustruct a Single Family, Cluster development of attached or detached <br />residences. Rezoning will be required. <br />Mr. Basalla, project manager, Mr. Mitchell, landscape architect, Mr. Whitlatch, president, and <br />Mr. 1Vlartin, attomey, represented the proposal. Their engineer had been unable to attend. Ivlt. <br />Basalla gave a brief history of the company explaining that they have built aUout 1,400 houses, <br />about 1,000 of those are similar to what is depicted here. He presented photographs of the Cape <br />Cod style condominium units which they intend to construct at Bridgeport. He explained that <br />their residents are usually looking for a reduced life style with less floor space than they currently <br />have, near where they have lived, and at a price they can afford. He believed that the surrounding <br />neighborhood is ideally suited for this plan and presented the site plan showing the exact <br />location. They are proposing to build 89 units in 34 buildings, both 2 and 3 uuuts per building as <br />permitted by code; the proposed density is 5.26 units per acre, the zoning -Would allow 6 units <br />per acre. He clainaed that the density of the surrounding single family area is 4.58 units per acre, <br />their proposal is about 1/2 of an acre higher, and the maximum units allowed would be 101 units. <br />According to the records of the County Engineer, the average house size of all of the lots that <br />abut this property works out to 1,403 square feet, and their basic house starts at about 1,400 <br />square feet with various options that could increase a unit to 2,000 square feet with the average <br />always being over 1,600 which would be at or above the surrounding properties. Each unit has a <br />2 car garage with a driveway with ample room to park 2 cars, and there will Ue approximately 3 <br />additional off site parking spaces per unit around the site. They have mail box gazebos, a street <br />lighting system, a full landscaping package using a combination of the existing landscaping <br />materials and new materials. 'I'hey will have a 50 foot buffer around the site and they intend to <br />save about 20 to 25 feet of the existing woods around the perimeter. The storm water retention is <br />in four retention ponds which are an aesthetically pleasing. part of the developinent. There will be <br />a fence around the site woven through the trees to prevent access onto the property and, as <br />4
