ISSUES BEFORE THE CITY OF NORTH OLMSTED <br />(In order of their importance) <br />1. Whether there are flood.ing problems in this area significant enough to stop all further <br />development until the problem is studied further and recommendations are made for <br />conecting. <br />II. What environmental issues affect the area to stop development <br />1. Soil conditions - What is the extent of "quick sand" in the area <br />2. Is this a wet land subject to federal wet land protections? <br />3. Are there hazardous wastes in the commercial area? <br />M. Whether or not these 16 acres should be re-zoned from "single family" to "single <br />fanuly cluster" <br />L The site <br />2. The neighborhood <br />3. The city <br />N. If the area is to be re-zoned, what type of "single family cluster" would be an asset to <br />this city? <br />1. Health and Safety Issues <br />Roads: <br />a. Do roads meet minimum emergency access standards? <br />b. In the event of default by homeowners association should roads and side <br />walks meet minimum city codes? <br />Water Retention: <br />a. Are sanitary sewers adequate for this population density <br />b. Is it in the best interest of the health and safety of the residents and <br />neighbors to allow un-fenced ponds - children, Alzheimer victims <br />c. Should storm water retention conform to city standards (covered, <br />underground) or should open ponds be permitted. <br />d. Will procedures and funds be in place to insure long term maintenance <br />= ofthese ponds - aeration, eventual cleaning <br />2. Fencing <br />a. Is perimeter fencing needed? <br />b. Is perimeter fencing desirable? <br />c. What type of fencing should be used? <br />3. Buildings <br />a. Should buildings be free-standing (as it would be for single family <br />zoning) <br />b. Should buildings be duplexes <br />c. Should 3 unit buildings be allowed
