r <br />?s <br />? <br />using 8 foot of woods, and that since there would be 88 feet of woods remaining, the habitat of the wildlife <br />would not be destroyed and since this is not like a fast food restaurant, he doubted that there would be much <br />littering. Mr. Mauuiug suggested that he talk with the developers after the meeting regarding these points <br />since this is not a matter for the Commission. Mrs. Sawyer, who is also interested in keeping the forests and <br />wondered if they were going to come further into the property later on and destroy more. Mr. Nagy repeated <br />that they have reviewed this with the forester and they are only going to remove 8 feet of the woods along <br />with some weeds and scrub growth and there are no additional plans. If they did e}cpand they would have to <br />come back to Planning Commission. Mr. Marzell was concerned since there is vacant land behind the church <br />parking lot he sees a potential of developing this land fQr cluster homes, a condominium, or a retirement <br />community which would change the whole make up of this property and make this a public thoroughfare <br />which is adjacent to their property. Mr. Serne pointed out how much property the church owned, and stated <br />that there were no plans to put anything else in the back. Mr. Skenzik, one of the owners of the medical <br />center building, also questioned if landscaping were to be installed and was concerned if the State decided to <br />sell the property and the woods were cleared out, there would be no landscaping adjacent to his building <br />along the roadway. Mrs. O'Rourke suggested that the developer should landscape the driveway. Mr. Serne <br />responded that the whole area was wooded now, and if the property is sold, it would be the new property <br />owner's responsibility to landscape it and the church would not be adjacent to it. If the church bought it, they <br />would have to landscape it. Mrs. Benning, Director of John Knox Nursery School, noted that the school <br />serves the entire community, not just members of the congregation, and this church has always served the <br />whole community and many groups use the facilities. They have 70 students divided into 3 classes and at <br />least 20 parents cannot car pool so more than 20 cars are going in and coming out at the beginning and end <br />of each session and the present entrance is quite dangerous because cars cannot turn left from the left tuining <br />lane and frequently have to go into the adjacent shopping center to get back to the church. She is astounded <br />that there were only 16 accidents last year. Mr. Papp is also concerned about traffic on Root Road and was <br />advised that the ingress portion of the light would work at all times, and the exit light would be traffic <br />activated and will be operated as required. Mr. Nagy did not think that the traffic would be backed up as far <br />as Root Road. He did not believe that this would make his problem of getting out on Root Road worse. Mrs. <br />O'Rourke stated that it would not increase the congregation and those people are tuniing into the property <br />now. Mr. Koeth believed that it would benefit all around. Mr. Smith believed that the traffic sensitive stripe <br />would hinder the traffic pattern at the light. He noted that Root Road has been there longer than the church <br />and they have no second access. Since their traffic frequently cannot go left on Lorain Road, he wondered <br />why one entity would be allowed be allowed to put in a road in when the residents could not have one. Mr. <br />Mauving clarified that light for this lane would have to go through the entire cycle before it changed, but <br />advised that this would be referred to the traffic engineer to make sure. He explained that this drive is private <br />property even though part of it is owned by the State and would be considered a safety matter. R Koeth <br />moved to refer the John Knox proposal to O.D.O.T. and the Law Department to review the legal issues of <br />licensing; to refer it to the Architectural Review Board for their review of the plans and the landscaping; to <br />the traffic engineer for his review of the traffic report and look into the possibility of a no left turn entrance <br />at the existing eastern most drive to eliminate that traffic back up; and to the forester for his report on the <br />wooded area. Further, we request that the letter from O.D.O.T. to John Knox be made part of these minutes. <br />The motion was seconded by Ms. Cameron-Alston and unanimously approved. <br />N.
