? <br />and if funds are available, they will add a vestibule on the west side of the church. He clarified that they <br />would keep the eastern most drive for people coming from the east. There is now a three directional light <br />system and after discussion with the traffic engirieer, Larry Griffith, they will add the signals on the fourth <br />side. Mr. Serne clarified that this signal will be designed in concert with the new signalization program that <br />will be implemented, temporary signals willbe put in before that system is in place. They have not considered <br />making the east drive right turn only, but Mr. Nagy thought that it was a possibility. Mr. Manning questioned <br />what Traff-Pro meant when they said it would not change the traffic significantly. Mrs. O'Rourke noted that <br />the report showed that it would not change. Ms. Cameron-Alston asked Assistant Law Director Dubelko <br />which should come first, should they get approval from O.D.O.T. before the city gives approval. Mr. <br />Dubelko would like the Law Department to look at any legal issues before Planuing Commission takes any <br />action. He also suggested that since this is a curb cut, he believed that the Engineering Department should <br />look into the safety aspect of having a curb cut at that location. Mr. Nagy stated that they had met with Mr. <br />Bolilmauu, Service Director and Mr. Knaus, Director of Planning for O.D.O.T: in June, and he did have a <br />letter from O.D.O.T. stating that when North Olmsted approves this project they would support it, but North <br />Olmsted would have to issue a building permit first. Assistant City Engineer McDermott advised that the <br />Engineering Department would not issue any permits without O.D.O.T. approvaL Mr. Koeth asked what <br />would happen to the drive if SR252 was construoted. Mr. Nagy stated that if it were re-activated, they would <br />have no exclusive use of the land and would have 30 or 60 days to vacate. Mr. Serne advised that there <br />would be au access of f 252 if it were ever constructed which is the way it is shown on their master plan. Mr. <br />Mauning noted that there was no landscaping proposed along the western edge of their driveway and the <br />medical building. Mr. Seme responded that tlus area is wooded now so no landscaping has been proposed <br />and he pointed out where the property line of the adjacent medical building would be. It was noted that there <br />are homes built in a portion of the proposed 252. Mrs. O'Rourke noted that if the highway was constructed, <br />the church would want landscaping as a buffer from it. Mr. McDermott clarified that the traffic engineer <br />would have to review the traffic study, he had reviewed the drainage which appeared to be acceptable, but he <br />believed that anything done on the right of way would have to be done by letter or licensing by the State. <br />There will be lawn on either side of the driveway, and Mr. Nagy clarified that they would keep as much of <br />the woods as possible. The resideuts were asked to speak at this time. W. VanRoy asked if any variances <br />were needed and was advised that only the sign wou.ld require one. Mr. Calmer asked several questions. <br />Regarding grading, Mr. Serne pointed out the area where some grading would be needed, but advised that <br />they would be following the existing grade for a good deal of property and a little fill would be needed in <br />one area. They will be sloping the land from the church to the parking lot. Since there are no plans to <br />construct the road, Mr. Nagy advised that O.D.O.T. had explained that they could continue to own the <br />property for the time being, or they might sell it with the city of North Olmsted being given the right of first <br />refusal,after that it would go up for auction. Mr, Calmer is concerned that the fill would interfere with the <br />recharge area thus increasing water on his property. Mr. Serne advised that all water under the black top <br />would be held in a retention basin. and clarified that the drive would be 34 feet wide (3 lanes) at the entrance <br />and 22 feet wide on their property. Mr. Calmer also wondered if with this public use of state right of way, <br />would then become a public use or a thoroughfare for the public. Mr. McDermott responded that this would <br />be a restricted use by licensing and it will be up to the State what type. of licensing agreement that they want <br />to execute. Mr. Calmer asked if this would add weight or credence to condemnation of properties to further <br />extend O.D.O.T.'s property. Mr. McDermott responded that this would not weaken the State's position, <br />they would retain the same rights in their licensing agreement. Mr. Connally was advised that there had been <br />16 accidents last year at the existing drive. Mr. Serne believed that this drive would increase safety in the <br />area. Mr. Connally was also concerned about the wildlife that is in the woods since cars will travel very close <br />to the woods and he wondered about people littering the drive: Mr. Nagy stated that they would only be <br />5
