In reference to the lighting, the plans showed two pole lights <br />and Mr. Mongello advised that there would be no lights on the building and they will present the pole light <br />fixture to the Architectural Review Board. T. Manning moved to refer the Marjak Development Co. proposal <br />to continue Olmsted Plaza at Fleharty and Loraua Road by replacing the existing single family home and <br />existing commercial building with a new retail development to the Architectural Review Board and ask that <br />they pay particular attention to the bus shelter and it is ou.r understanding that this will be made <br />distinguishable from the RT.A. shelters. Also to ask that they review the following: the change from the <br />overhead garage door to sliding glass doors on the Safelite Glass units; whether the guard rail which is to be <br />on the southwest side of the build.ing at the end of the parking lot going from the back of the building for the <br />width of the parking should be wood or metal; also to see about a variance to extend the arborvitae west to <br />the end of the parking area so none of the parking area is exposed to the residents of Fleharty; also to verify <br />if there are inside stairs to the basement; to make sure the moundiug on the rear of the property does not <br />intrude on the property owned by Mr. Carl Pfaff; and also look at the light fixtures to make su.re no light <br />shines onto the residential property. We would also like to refer the mounding to the city forester to make <br />sure that the it does not, in fact, duriug rains give Mr. Pfaff additional water which might kill his pines. Also <br />to refer this matter to the traffic engineer, Larry Griffith, to examine the traffic flow especially tlze 20 foot <br />center exit/entrance drive to see if that would be a problem with the ingress/egress of Root Road traffic. The <br />motion was seconded by R. Koeth, and unanimously approved. The neighbors were advised that the <br />Architectural Review Board meeting would be on March 22, 1995 at 5:30 p.m. <br />John Knox Presbyterian Church, 25200 Lorain Road. <br />Proposal to add enclosed vestibule, with new vehicular entrance drive on the west side of the property. <br />Please note: Access on Lorain Road will be on relocated SR252 right of way. (At present, proposed drive on <br />John Knox property would require a variance). <br />Mr. Nagy, chairman of the property committee of the church, Mr. Serne, architect, and Mr. Bowen, a <br />member so the congregation presented the plans. W. Nagy advised that that the church bought the property <br />in 1959, the first buildings were part of the master plan that included a main entrance on the west side which <br />would have been accessible from the proposed relocated State Route 252. For 35 years the congregation, the <br />nursery school parents; and members of the various organizations which meet there have struggled to enter <br />and leave the property from the Lorain Road drive and because the volume of traffic has increased this has <br />become more and more risky, especially making a left turn across 3 lanes of traffic. In 1994 they purchased <br />the lot which is between their property and SR252. Since then they have talked with both Ohio Department <br />of Transportation (O.D.O.T.) and the city and have learned that there is no intent at this time to build the <br />road, and both entities would support John Knox's in developing a new entrance off Lorain Road using the <br />O.D.O.T. property off Great Northern Boulevard and where tra$'ic signals would provide safe access to the <br />property. A study made by Traff-Pro Consultants has determined that the new drive would not affect the <br />Lorain Road traffic significantly. The architects have designed an entrance that starts at Lorain Road and <br />proceeds north approximately 150 feet on the O.D.O.T. property, then swings into the John Knox property <br />where it extends for another 700 feet to the parking area north of the bu.ilding. They have consulted with the <br />North Olmsted forester to sav,e as much of the wooded area as possible which acts as a buffer between John <br />Knox and the Root Road neighbors. Their design includes water retention that will meet North Olmsted <br />requirements. A sign has been designed with a wuque configuration in order to warn traffic that this is an <br />extension into John Knox church, not an extension of Great Northern Blvd. After they receive a building <br />permit they will apply to O.D.O.T. to use their property, Traff-Pro will design the additional signals, and will <br />work closely with the North Olmsted Engineering Department to facilitate temporary and pei7nanent signals; <br />4
