Mr. Herbster wondered what would happen if they <br />bought the rear portion of the house to the north because he wants to guarantee that this remains the way <br />the homeowner perceives that it will stay. Mr. Corsi stated that they were not interested in buying that at <br />all and the only reason they bought this parcel was because the owner had asked them to. It was clarified <br />that, when Lamont Drive is vacated, they could not include Westview Drive into their plau for access <br />onto Lorain Road. Mr. Tallon clarified that, if they ever wanted access onto Westview, it would have to <br />be approved by the commission, and he stated that the Cou.ncil does vacation, not the commission. Mrs. <br />Molnar verified that she did contact Biskind about purchasing the property since she was unable to take <br />care of it for health reasons. She wanted to stay in her home and was trying to cut down on her work <br />load. She stated that since this is in the buffer zone, it will not effect the appearance from her house or <br />her neighbors. Mr. Skoulis, representing the Park West Home Owners Association, advised that they <br />had no objection to this. They had thought that Biskind had purchased the entire lot, in order to put in an <br />access onto Columbia Road in the future. He has had no other comments from any of their residents. R. <br />Tallon moved that the proposal to combine into one (1) parcel, various separate parcels, owned by Great <br />Northern Froperties Company and located on the north side of Brookpark Road between Columbia Road <br />and Great Northern Blvd. and includes the lot split of permanent parcels no. 236-07-027, currently <br />different ownership, with the westerly (rear) portion to be purchased by Great Northern Properties and <br />assembled into the site. Note that rezoning of this rear portion (only) of 236-07-027 is proposed in item 2 <br />below. Assembly of permauent parcel nos. 236-07-016, 021, 022, 025, and 107. Vacation of Lamont <br />Drive, entirely, and the southerly end (approximately 145 feet) of Westview Drive, with alI platted <br />parcels fronting thereon being included in the assembly proposaL Zoning, with the exception of parcel <br />236-07-027, is Office Building District entirely, seconded by T. Manning, and unaniinously approved. In <br />reference to the rezoniug request, Assistant City Engineer McDermott clarified that the rezoning request <br />was just for the rear portion of the residential lot that is being split off. Mr. Dubelko advised that, in the <br />past when rezoning a split zone lot, a restrictive covenant has been included that this area will remain <br />green. Mr. Gould, representing Biskind Development, stated that they would have to take that under <br />advisement, but stated that most ofthe property was in the buffer zone anyway, and only a small portion <br />could be developed. Mr. Dubelko stated that it would bring the office zone closer to the neighbor. Mr. <br />Gould stated that 100 feet had to remain green, and it might be that this small portion might be required <br />for parking. Mr. Dubelko advised that the commission is only recommending to Council, he would have <br />time to cliscuss this before it is an ordinance. R. Tallon moved that the Crreat Northern Properties Co: <br />Rezoning Request, the proposal is to rezone the westerly (rear) portion of perinanent parcel no. 236-07- <br />027, as proposed for lot split and assembly (see item 1, above), from the current zoning of "C" <br />Residence, Single to Office Building district. The easterly (front) portion, which fronts on Columbia <br />Road, will remain zoned "C" Residence, Single that this rezoning be recommended to Cou.ncil with the <br />stipulation that there should be a restrictive covenant that the property remain green.
