Mr. Mongello, architect, and W. McKee, representing the owner, presented a revised landscaped
plan which reflects the changes in the planting as requested by Mr. Zergott of the Architectural
Review Board. They.deleted the mound.ing across the back where the arborvitae are and extended
the small, 50 foot mound in the back around to Fleharty, added plantings to soften the guard rail,
replaced the azaleas with bimiug bush, junipers and taxus and moved the 3 sunburst locust back
to the mound on Fleharty in order to help visibility. Mr. Zergott has approved these plans. He
explained that they had elnniuated the mounding across the back because it might cause some
damage to the neighbor's trees. The forester's report had stated that, "Regarding the mounding in
the rear of the property, I believe that covering the roots of the spruce trees with soil is more likely
to cause more harm than'the presence of excess water." Ms. Cameron-Alston was concerned that
the neighbors had wanted the mound. Mr. McKee stated that the neighbors had only wanted the
arborvitae. The bus shelter is labeled N.O.B.L. bus stop shelter, and Mrs. O'Rourke and Mr. Koeth
believed that all the RT.A. identification and colors should be removed to avoid confixsion. It was
decided to use the same forest green color that is on the mansard. It was determined that normally
6 or 7 children with parents wait there at one time for the bus, so the size indicated should be
adequate. It was clarified for Mr. Manniug that the sunburst locust in front of the bus shelter
would branch out above it so the shelter would not be obscured from,Lorain Road to preclude the
possibility of danger to children. The mansard along the driveway side has been brought in to one
foot from the bu.ilding to preclude trucks from damaging it. A basement will still be installed. It
was clarified that one drive on Lorain had been elimiuated and the remaiuiug drive would be
ingress/egress. Mr. McKee explained that they were going to add a light on the existing C.E.I.
pole.. Since the Conunission has been trying to eliminate C.E.I. lights, Mr. Mauving is concerned
that this light will be too bright and might shine o$'the property. Mr. Mongello and Mr. McKee
explained that this light will be directed down to shine on the building. This bulb will be high
pressure soclium. Mr: Mongello clarified that this light is to light the front of the building for
security. He suggested putting two of the same type pole lights that are shown in the back, in the
tree lawn, but maiutained that the C.E.I. light would not shine over the building and into the
residential area. He agreed that if there were any complaints about the lighting that they will
change it. Assistant Ciry Engineer McDermott advised that there is an existing C.E.I. light pole in
the proposed driveway which will have to be removed at the developers expense. Mr. Calmer, a
resident of Root Road, stated that many of the residents on Root Road were concerned about
controlling the traffic. Since it is di$icult to make a left hand turn from Root to go east now, and
will be worse after this is constructed, he wondered what recommendations had been made to
control vehicular traffic. Mr. Manning noted that traffic report from Assistant City Engineer
Griffith stated that since one drive and been elimiuated and two drives combined into one drive to
service this area , the traffic situation should be improved. He further stated that the proposed
driveway curb cut is also of suffiicient distance from Root Road not to cause any significant
conflict with that street. He recommended approval of the curb cuts/aprons as shown on the plans.
Mr. Mavuing gave Mr. Calmer a copy of the report to read. L. Orlowski, a resident of Bailey
Road, asked if the Commission could eliuuuate the basement of the building in order to reduce the
height for tfie residents. He stated that at the `first meeting, Mr. Mongello agreed to 4 foot
mounding, and now has reasons why it cannot be done: He believed it would be aesthetically more
pleasing if this building were at the same height as the other buildings. Mrs. O'Rourke stated that
the forester had advised that the mounding might hurt the existing trees, and Mr. McKee explained
that the residents preferred a green hedge. Mr. Orlowski believed that if the mounding were
maintained on tlus property and did not spill over onto the neighbor's property, the trees would
3 ^
