The developers advised that they are not <br />making auy significant grade change and will be taking away the excess soil and debris from the <br />construction. They are going to save all the trees in the front that is possible. Mr. Manning <br />cautioned that, if the road is ever constructed some additional landscaping will be required. The <br />developers agreed and Mr. Nagy pointed out that they'have 15 feet left for that. R. Koeth moved <br />that the John Knox Presbyterian Church, 25200 Lorain Road proposal to add, enclosed vestibule, <br />with new vehicular entrance drive on the west side of the property be referred to the BZD <br />Committee with the recommendation to change the drive to go around the two walnut trees and <br />also to add the planter arou.nd the sign as presented this evening; and request that the forester's <br />drawing of the drive also be forwarded to BZD. The motion was seconded by T. Manning, and <br />unauunously approved. <br />4) North Olmsted Board of Education, 27463 Butternut Ridge Road. <br />Request conditional use permit to construct service garage and office for school buses in a <br />residential district, to be located on Middle School property, 60 feet south of existing multi-service <br />building. Heard by Architectural Review Board on March 22, 1995. . <br />Mr. Frick and Mr. Hyland, representing the School Board, and Mr. Tomsic, architect, presented <br />the plans. Mr. Tomsic advised that they were heard by the Architectural Review Board but there is <br />still a question about the type of fencing along the property line behind the building and adjacent to <br />the rear yards of residential homes facing Burns Road. They had mentioned at the Architectural <br />Review Board meeting that several neighbors had advised Mr. Frick, after the last Planning <br />Commission meeting, that they preferred a chain link fence to a solid wood fence so that they <br />could see what is going on in that area. Mr. Manniug stated that none ofthese neighbors had <br />mentioned this at either meeting. Mr. Frick advised that they had invited all the adjacent neighbors <br />to this meeting in order to clarify this issue. Mr. Koeth read the forester's report explaining how to <br />protect the existing trees during construction. He also suggested planting ten to twelve hemlock <br />trees approximately every twenty feet u.nder the pines. Mr. Tomsic stated that they could comply <br />to that. Mr. Maiuiiug noted that the forester liad not addressed the dead trees, but he thought that <br />the forester would be vvilliug to work with them on that. Mr. Frick clarified that these trees were <br />basically dead about 10 to 12 feet from the ground up and green on the top but they were <br />concerned that they sho-Id be removed.. Mr. Koeth believed that the hemlock trees would fill in <br />under the pines, but Mr. Tomsic believed that, since the trees are planted in clusters he would not <br />want them there. Mrs. O'Rourke suggested that he call the forester to clarify these issues. Mr. <br />Frick stated that the lighting on the back and sides of the building will be operated by a <br />photoelectric cell. There will be a 60 foot, board.on board fence between to two buildings, and <br />locked gates at each end. Mr. Tomsic will have the forester review the specifications prior to their <br />going out for bid. Assistant City Engineer McDermott advised that the existing drainage system <br />may not be adequate, and they may have to present a new drainage system plan which the <br />Eugineering Department will have to review before final approval. The neighbors were asked for <br />their input at this time. Mrs. Reynolds, who lives behind the building, prefers the board on board <br />fence, and also mentioned that a board on board fence would be harder to scale. She questioned if <br />the fence would be right on the property line and if a survey be conducted since she is concemed <br />about the trees that are right on the line. She would also like some kind of written assurance that <br />no food or chemicals will be disposed of in the dumpsters. Mr. Tomsic stated that the survey <br />would determine where the line was. Mr. Frick explained that at present they are disposing of <br />chemicals according to the EPAregulations and that will not change. In reference to the board on <br />` 5
