, <br />yards on Barton Road, it could be shifted somewhat to the east thus accommodating the west setback <br />which would encroach a bit more on Metro Parks property, but would not create as much of a problem. <br />Mr. Coury advised that there would be 30 feet on the west property line, Mr. Tallon scaled it out at 28 <br />feet. Mr. Herbster suggested that this building could be straight back without flaring out 6 feet on each <br />side. (Mr. Kaczmar explained something that was not audible). He stated that the building was about 34 <br />feet from grade to the floor line (presumably the Sth floor), 42 feet to where the roof begins, and about 15 <br />feet, or 57 inches to tlie peak. W. Coury explained that the jogs in hallways were for psychological <br />reasons since long, straight halls are intimidating to elderly people and this will create rest areas for them. <br />Mayor Boyle, who had just arrived from another meeting, explained that when they were investigating <br />building this as a city project, several architects had suggested doing this and it is done in other facilities. <br />Seniors with health problems were often overcome with the distance to the other end of the building, this <br />way they would not have to lean against a wall, they could sit in an appropriate place without being <br />embarrassed. It was clarified for Mr. Tallon, that the parking shown on St. Clarence property was not <br />included in their count and that they had 154 total spaces including 171andbanked spaces. Mrs. O'Rourke <br />wondered why there were only 7 handicapped spaces, Mr. Coury stated that if it is necessary, they will <br />add more. Mr. Grace, the property owner to, the west. of this development, objected to the height of the <br />building which will dwarf his structure. He believed that there would be an adverse impact on the two <br />story frame houses on either side. He questioned the 32 feet height that was mentioned and it was clarified <br />that the 32 foot figure was the floor elevation. The construction details were explained to him. He also <br />objected because this build.ing will be 10 feet from his property line and it was clarified that this 10 feet <br />was the bu.ffer, then there would be a 23 foot drive, an 18 foot parking area and an 11 foot walk. He <br />agreed that this would not be as bad, but still would like the larger bu.ilding in the back of the property and <br />the lower one in front. He noted that most of the back abutted the Metro-Parks, and the back yards of the <br />houses on Barton were about 1,000 feet deep. He also questioned if they are building beyond the 500 foot <br />zoning line, and was advised that this property has been rezoned to a Senior Residence and the General <br />Retail zoning line would not apply. He questioned how that would affect his property, and if he would <br />need a rezoning to utilize his whole parceL It was clarified.that the front setback was 110 feet back. Mayor <br />Boyle clarified that this is not residential property, it is commercial property and the house to the east side <br />will be demolished and used for the senior housing by the Church of St. Clarence. He stated that Mr. <br />Grace's property was zoned General Retail, and from the appearance of the building being constructed, he <br />assumed that it was being used as commercial. Mr. Grace responded that his property is being used as a <br />residence for a self employed contractor aud the house to the east is a residence. It was clarified that the <br />zoning is General Retail, but the use is residential. The Mayor stated that this structure is not abutting the <br />residence to the east, it is abutting the blue house and will be part of St. Clarence's senior housing project. <br />Mr. Grace concluded that the St. Clarence project was to be built along with this proposal. Mr. Tallon <br />explained that this was two separate projects, but since the same architect is employed by both developers, <br />they are trying to make them as close as possible. Mayor Boyle clarified certain points. Originally the <br />height of a senior apartment could be seven floors and the codes were changed to four to reduce adverse <br />impact, but if four floors are not eoonomically feasible, the law will have to be changed since there is a <br />need for senior housing. The residents of the independent living u.nits will want to be in front so they can <br />see what is going on. The people in the nursing home need to be secluded: In order to make this feasible, <br />they need the additional units and putting them in the middle, where the ground slopes, was a good <br />solution which is within the intent of the code. The city is negotiating the retention with Metro Parks to <br />dry up tke properties on Barton Road since there is a tremendous flooding problem there, and having the <br />lake is the best way to accomplish it. He advised that the Metro Parks seemed to like the idea. He stated <br />that above ground retention has been accepted by the city previously when it fits in and in this case it fits in <br />aesthetically and will assist the city with an existing problem.
