<br />CITY OF NORTH OLMSTED <br />PLANNING COIVIlVIISSION <br />NIINiITES - JIJNE 13, 1995 <br />I. ROLL CALL: <br />Vice Chairmau Manuing called the meeting to order at 7:40 p.m. <br />Present: D. Cameron-Alston, T. Brennan, T. Herbster, R. Koeth, A. Mauuiug, and K O'Rourke. <br />Absent: R. Tallon <br />Also Present: Assistant Law Director Dubelko, Buildiug Commissioner Conway, Assistant City <br />Engineer McDermott, and Substitute Clerk of Commissions Wingenfeld. <br />II. REVIEW AND CORRECTION OF MINUTES: - <br />R. Koeth moved to approve the minutes of May 23, 1995, seconded by T. Brennan, and <br />u.nanimously approved. <br />III. BUII.DING DEPARTMENT REQUESTS: <br />1) Stylin' Concepts, 29919 Lorain Road <br />Proposal to construct building for retail, office and warehouse use, on lot adjacent to existing <br />facility. Heard by the board of zoning appeals June 8, 1995. <br />Mr. Case, owner, presented revised plans and explained that they have added 6 foot scotch pines on a <br />, 12 inch mound in the rear for screening; have lowered the light poles in the rear to 12 feet and will <br />install a timer so that the lights will turn off after the employees leave the building which, at the latest, <br />will be 8:00 p.m There. will be some security lighting. He presented a cut of the proposed light fixture <br />which has a directional forward throw to minimi?e the spill behind the pole. Mr. Case advised that the <br />light poles were 15 feet high on the original plans and clarified that he was not sure if the chain link <br />fence on the east of the property was his. He aLso explained that there were houses behind the natural <br />growth in the rear. There will be a board on board fence on the west side of the property, and he <br />would be williug to install a fence at the rear instead of the scotch pines, but he preferred the pines <br />because they would have a more natural look. Assistant City Engineer McDermott advised that the <br />proposed water retention system was more than adequate, but some details would have to be worked <br />out before the plans were approved. It was noted that the loading zones would be over the sewer <br />easement, and Mr. McDermott agreed that this could be a problem and something might have to be <br />relocated. Mr. Case believed that he could always saw -cut the parking lot if they had a problem with <br />the sewers, but Mr. McDermott responded that they were more concerned about damage to the <br />sewers and they might have to be relocated. The developer will have to work out the details with the <br />Engineering Department. Mr. Brennan is concerned that the 175 watt, metal halide light might spill <br />over to the residential property du.riug the winter since it has a forward throw. Mr. Case stated that if <br />the light was a problem, he would not object to changing it. Mr. Conway advised that this type of <br />fixture could be shielded if the light became a problem. The commission had been concemed about <br />how far the driveway on the west would be from this drive, but since the variance was granted, this <br />was not an issue now. Mr. Benedict, the neighbor to the rear, pointed out where his property abutted <br />this property on three sides. Mr. Conway advised that the rear lot that adjoins his lot is zoned <br />commercial and it is shown as a separate parcel on some of the city maps. Mr. Benedict stated that it <br />had been joined to his lot when he purchased the property 20 years ago. Mr. Benedict requested that a <br />board on board fence be installed on the three sides that abut his property and noted that there were no
