He also stated that since both the rear of his lot and the rear of <br />Mr. Case's lot has standing water several months out of the year, he is concerned that a retention <br />system will hold the water longer. Mr. Mauning explained that the Engineering Department must <br />approve the retention. Mr. Benedict pointed out the area of the parking lot that would be visible from <br />his patio and also showed the area where the d.ilapidated fence was located. Mr. Benedict would <br />prefer a fence for security where this property abuts his. The members discussed the fence versus the <br />pines and asked Mr. Benedict to show the location of his house in relation to the parking lot. He <br />explained the location and pointed out one area where the growth was very sparse. He would agree to <br />a chain link fence with pines, since his wife is concerned about security because people cut through <br />now. Mr. Case was advised that there should be some buffering along the north south line where none <br />is shown and he responded that he did not want to install both a fence and pines. This will be <br />determined by the architectural review board. W. Conway,pointed out that the fence shown between <br />two commercial properties had not been requested by the commission. W. Pham, another neighbor to <br />the rear, stated that this is a nice building, but he was concerned that the wooded area would be <br />destroyed, and asked if Mr. Case would clean up the back property. Mr. Case agreed that he would <br />save as many trees as possible and would clean up the back. A. Manning moved to accept the Stylin' <br />Concepts' proposal at 29919 Lorain Road, to construct a building for retail, office and warehouse use, <br />on a lot adjacent to existing facility which was heard by the board of zoniug appeals June 8, 1995 <br />including the lighting proposal on the condition that if the forward lighting is too much, it will either <br />be shielded or the wattage will be lowered, that these lights will be on a timer so that the lights will be <br />shut off after the employees leave. The commission will refer the proposal to the architectural review <br />board for the issue regarding whether the board on board fence or the mounding with pines are <br />appropriate, and also ask that they look at the proposed board on board fence on the west side of the <br />property between commercial properties to determine if it is necessary. It will not be necessary for this <br />proposal to come back to the commission and can be forwarded directly to the B.Z.D. Committee of <br />Council. The motion was seconded by K. O'Rourke and unanimously approved. <br />2) Laurie's Dance Studio (formerly the Doll House), 30036 Lorain Road. <br />Proposal to construct addition to the rear of the existing building. <br />Referral to the board of zoning appeals is required. <br />Ms. Kemp-Kopco, architect, represented the proposaL Mr. Mamung explained that a letter had been <br />received from the Metro Parks advising that there was a deed restriction prohibited any commercial <br />development within 200 feet of the rear property line and after a discussion with Assistant Law <br />Director Dubelko, it was decided that this should be tabled until the next meeting so that he can <br />research the restriction. T. Herbster moved to continue the Laurie's Dance Studio proposal, 30036 <br />Lorain Road, to construct addition to the rear of the existing building u.ntil the next meeting and to <br />refer the request to the Law Department for a determination of the deed restriction, seconded by T. <br />Brennan, and unanimously approved. <br />N. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Christian Meeting Corporation Consolidation Plat. <br />The proposal is to combine permanent parcel nos. 237-23-19, 20,21, and 22, located at the southeast <br />corner area of Brookpark and Clague Road, and the site of the proposed and approved Christian <br />Meeting Corporation Chapel, into one (1) parcel. Zoning is Multiple Residence, entirely. <br />2
