CITY OF NORTH OLMSTED <br />PLANNING CONMISSION <br />MIlNUTES - JUNE 27, 1995 <br />1. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:35 p.m. <br />Present: D. Cameron Alston, T. Brennan, T. Herbster; R. Koeth, A. Mauning, and R. Tallon <br />Absent: K O'Rourke. <br />Also Present: Building Commissioner Conway and Clerk of Commissions Oring. <br />H. REVIIEW AND CORRECTION OF MINiJTES: <br />The minutes were reviewed at the end of the meeting. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Laurie's Dance Studio (formerly the Doll House), 30036 Lorain Road. <br />Proposal to construct addition to the rear of the existing building. <br />Referral to the board of zoning appeals is requ.ired. <br />Ms. Kemp-Kopco, architect, and Ms. Andler, owner, presented the plans and photographs of the existing <br />building. Ms. Kemp-Kopco explained that there would be 18 parking spaces including the landbanked <br />ones. Mr. Tallon stated that the Law Department had advised that the easement was not to be considered, <br />this would have to be resolved between the Metro Parks and the developer. The architect explained that <br />the building would have a dance floor, dressing rooms, waiting areas for the parents and an office. There <br />is a class limit of 15 students with only two instructors present at one time and the school would operate <br />from 9:30 a.m. to 9:00 p.m. She clarified that the original building was built before a 75 foot front <br />setback was required, the addition will be a similar construction to the building with the peak of the roof <br />below the original roof line so that it will not be visible from the street. Building Commissioner Conway <br />explained that a special permit and a variance will be needed from the board of zoning appeals because <br />neither the existing building nor the addition conform to the 75 foot front setback requirement. The <br />revised plans now shows some landbanked parking and the parking will conform to the code. Ms. Kemp- <br />Kopco advised that they would like to change the red to another color, but would prefer to discuss this <br />after the building is started. She explained that the building would be sound proofed with 6 inch walls <br />with sound proofing insulation to contain any noise and there be would no windows in the studio <br />because the wall will be mirrored. There will be mechanical ventilation. Mr. Tallon noted that there was <br />no cut of the lighting fixture, but the plans show an exposed lens which has been disapproved by the city <br />in the past, and all the light must be maintained on the property.. Ms. Kemp-Kopco agreed. Mr. Herbster <br />asked if they could remove the portion of existing driveway where it juts out to within one foot off the <br />property line aud keep it in line with the new driveway. The developers agreed. In response to the <br />members questions, the developers explained that the location of the adjacent residence as it related to <br />the parking lot lights and advised that these lights would be on timers so that they could be turned off <br />after the facility is closed. Mr. Tallon suggested a ballard type light or a lower 6 or 8 foot residential type <br />pole with a soft light eveu if they have to add one or two more lights. A pole light is shown adjacent to <br />the residence. The hedge showu on the plan belongs to the neighbor but is on their property, and they <br />intend to remove it when he, moves. The existing garage will be used for storage of maintenance <br />equipment. It was clarified that the large pine is not on their property.
