Tallon moved to forward the Fortney-Weygandt proposal, permanent parcel numbers 233- <br />06-015 and O 11, to the architectural review board with the understanding that the drawing will be revised <br />to eluninate any variances needed so that they can return directly to plauuing commission and the <br />developer is asked include buffering on the west side of the property (far enough back to shield the <br />residentially used property), and with the stipulation that the lighting be reduced to a ballard type or soft <br />light that will be inaintained on their own property. This proposal should also be referred to the <br />Engiueering Department, Safety aud Forester. The motion was seconded by A. Manuing and <br />unauiinously approved. <br />3) Loue Star Steakhouse and Saloou of Oluo, located ou the south side of Countiy Club <br />Boulevard, east of Great Northem Blvd. and west of Columbia Road. <br />Proposal to construct restaurant. <br />May ueed referral to the board of zoning appeals. <br />Mr. Colsou, representiug Lone Star, Mr. Newberry, engineer, and Mr. Kaufmann, signage consultant, <br />presented revised plans. Mr. Colson eacplained that the restaurant will have a Texas roadhouse theme and <br />will be open from 11:00 a.m. to 11:00 p.m. Sunday through Thursday, and until 12:00 midnight on Friday <br />and Saturday with the lounge open an hour later than the restaurant. The restaurant will have 236 seats <br />with 24 seats ou the patio and a future expansion area which will accommodate 36 seats. He presented a <br />color rendering and photographs of existing facilities. The building will be brick with the exception of the <br />area above the tin roof wluch will be one of two alternative types of vinyl siding, either a satin finished or <br />a pre-weathered siding. The revised site plans shows the building re-positioned on the property which will <br />eliminate all the variances except the one for signage. Mr. Conway agreed that the ouly variance required <br />now would be for the sign. He explained that the patio is mainly used as a holding area, but they might <br />serve food there if a customer requested it. Since the rear of the building will be highly visible, it will be <br />fiuished similar to the other elevations. Mr. Newbeny explained that when Macaroni Crrill was built, part <br />of their curb cut was on tlus property so it could be used for both lots, and only one new curb cut will be <br />added. Building Commissioner Conway stated that putting in this drive for a future use was a requirement <br />of plauuing commission. Mr. Tallon would like to see some kind of pedestrian wallc way between the two <br />developinents. Mr. Newberry pointed out that this would be the rear of the Macaroni's. It was believed <br />that tlus could be done in the frout to link the two parking lots. The members studied the expanded site <br />plau and Mr. Newberry pointed out that it would have to go though the landscape mound into <br />Macaroni's parking lot. Mr. Manning asked if they would have enough parking for an hour and a half <br />wait since that is what is happening at their other facilities. He believed that customers would go from <br />one restaurant to another. Mr. Colson stated that he would do that, but he does not want to lose a <br />parking space. Mr. Newberry stated that they would complete the sidewalk on Country Club Boulevard. <br />Mr. Masn.ing wondered if they needed the one new curb cut and noted that there would be traffic froin <br />Wal-Mart and the Corporate Center. It was pointed out that the cut would keep the cars from cutting <br />back througli the front parking lot, and that the Corporate Center and Wal-Mart's peak hours were <br />different. They will also have to share tlie new drive with whatever building goes in on the cut. The <br />members agreed that adding one cut is not going to be that much of a problem. Mr. Koeth believed that <br />trash pick up trucks and delivery trucks might interfere with the traffic on the site. Mr. Colson stated that <br />these usually came prior to the opening of the building, but some times one might come earlier. Mr. <br />Conway questioned if the roof came all the way over, since there is a discrepancy in the two plans. It was <br />clarified that there would be landscaping underneath the roof.
