Mr. McDemiott again explained the <br />workings of the reteution system and the water would be held back and would trickle out slowly. B. <br />Koeth moved that the McCormick Place Shopping Center, located west of Plaza West Shopping Center <br />23131-23150 Lorain Road, be referred to the architectural review board with the following <br />recommendations: eliminate the west curb cut; landbank the 61 parking spaces in the rear, north of the <br />building; install a 4 foot mound measured from the finished floor grade with landscaping and a 6 foot <br />board on board feuce on top; reduce the light poles to 18 feet higli and decrease the wattage of the bulbs; <br />eliminate the light poles iu the back because of the landbankiug in the rear and recommend that wall <br />washer lights be installed on the back, or north side of the building with zero tolerance ligirt at the <br />property line; that a 3 feet to 40 inch wall be iustalled for the Sears' garden center with the fence installed <br />above that; that the commission has a concern with the red on the sign and the building and suggested <br />that it be softened to a burgundy; that the HVAC units be painted to match the roof; and that signage be <br />posted stating the ordinauce pertaining to the pick up of trash and deliveries to control the uoise factor. <br />The motion was seconded by A. Mauning, aud unanimously approved. <br />2) Valore Shopping Center, property located at 24345 (VFW) and the former 24319 Lorain Road. <br />Proposal to coustruct shopping center. <br />Referral required to board of zouing appeals. <br />Lot assembly will be required. <br />Mr. Potz, representiug the owner, explained that this is an affordable neighborhood shopping ceuter with <br />wuts rauging from approximately 1,400 square feet each, but they can be combined. The building <br />materials will be bleuded in with the adjacent fire statiou that is now under construction. He clarified that <br />the build'vig in the rear was actually designed as a replacement of the VFW building which is being torn <br />dovvu. Building Commissioner Couway advised that he had figured the parking requirements on a retail <br />use, not a bar or assembly type use, so in all probability they will need more parking. Mr. Potz believed <br />that there was room to add more parkiug if necessary. Mr. Conway disagreed, noting they are requesting <br />several variances uow. Mr. Herbster questioned if they needed the tiuck loadiug zone showu for the bar. <br />Mr. Valore, the owner, stated that VFW would be allocated about 1,700 square feet and he would have <br />lus offices in the other portiou. T'here is no finn agreement with the VFW, and he does have some teuants <br />lined up for the otlier units. He believed that the smaller uuits were in demaud aud, if necessary, they can <br />combine the wuts. N1r. Herbster asked if the building could be reduced in order to eliminate the side <br />setback variances. Mr. Valore responded that it might not be feasible economically, since he paid a large <br />amouut of money for the property. Mr. Herbster questioned having a bar Iess than 40 foot from the fire <br />station. Mr. Manning stated that tlus has been a inajor problem at the fire station at the west. Mr. Valore <br />has uo legal obligation to the VFW and advised that he would be willing to sign agreement that it would <br />not be for VFW. Mr. Conway stated that by code, a bar cannot be witlun 500 feet of a public building and <br />it was uoted that this is also true of school property, and there is school property d'u•ectly belund this lot. <br />Tlie members studied the plaus. R. Tallon moved to refer the Valore Shopping Center, property located <br />at 24345 (VFW) aud the foriner 24319 Lorain Road, the proposal to construct a shopping center to the <br />board of zoning appeals. He noted that the variances were numerous: 1) parking spaces are located in the <br />required 20 foot front setback area; 2) loadiug areas are blocking access aisies for parking spots and all <br />access to parking and loading aud unloading areas inust remain uuobstructed; 3) there are variauces <br />required for both parking and structure for side yard, since the code requires a minimum of 10 foot <br />landscaped area and the drawiug disclose ovly 5 foot; 4) a rear yard variance is required for that portion <br />of the rear property line that was formerly 24319 Lorain Road.
