Sky (light gray) and Tattle Tale (a deeper gray) and a red wluch is the color of the cauopies on the <br />building. The members believed that the red is the same as the Rally's red, and asked that it be softened <br />or muted. It was explained that the red on the canopies would be a deeper red than the red on the sign; <br />the red peaks had been elimiuated, but there will be a red band on the building. Mr. Tallon explained that <br />they would like a softer red, more like a burguudy. Mrs. O'Rourke suggested usiug green instead of red. <br />They clarified that there would be no neou on the building and only the lettering and accent features of <br />the signs would be illuminated. Mr. Gross stated that they would present revised elevations and plans for <br />the arclutectural review board meeting and agreed to use a deeper burguudy. It was established that the <br />mouud should be 4 feet above the finished floor, and Mr. Darghous pointed out that the residents to the <br />north were lower so the mound would be higher on their side. Nlrs. Spaulding, a resident, was concerned <br />about the mounding since there is a 5 foot lull at about a 33 degree angle between her property and the <br />adjacent condominium property so there could be some erosion problems if a mound is put on the hill but <br />she is not sure of the exact grade at the condominium. She suggested using some crown vetch or soine <br />plaut material to uilubit erosiou. Mrs. Spaulding would like to make sure that the fence runs coutinuously <br />from the condomiuium fence, since the people who cut through her yard now will cut through any <br />opening between the condominium fence and this fence. The developers will have to look into tlus and <br />make sure the condominium fence is on the line, but they will try to work with the condominium <br />association. She is concerned because some of the coudominium residents will be looking down on this <br />building and will be able to see the mechanical equipment on the roo? as well as any light that might shine <br />up. Even though it has been stated that they will help alleviate some water problems, she is still concerned <br />about the water issue since it is not known how the development of 48 new homes with streets and <br />sidewalks will effect the whole area; and consideruig that there are some wetlands wluch now absorb <br />some of the water coming. from Lorain Road. She stated that they cannot tolerate any more water <br />drauuug north. In the July 6th paper, it was reported that there was flooding on Frank Road, Maple <br />Itidge, wluch is the area where all the water goes. Having 48 homes was bad enough, but now that she <br />uuderstands that the water froin this development canuot be draiued onto Lorain Road the existiug <br />situation will be exacerbated. Mr. Tallou advised that there will be 10% less runoff than is there now. <br />Mrs. Spaulding stated that if they developed 33% of the ground with streets, sidewallcs, aud basements, <br />the 90% has been changed to 60%. Mr. McDermott clarified that there would be the same amouut of <br />raiufall, tlus would control and reduce the run-off of that water. He again advised that there is a new <br />ordiuauce, Section 927 of the North Olmsted Codified Ordiuances which will be enforced. He has <br />reviewed tlus with the engineer who will have to design to this criteria. Mrs. Spaulding believed that what <br />was designed to control the ruu-off on the commercial area on Lorain Road would work for that <br />developinent; then the retention for the property to the rear, would be designed for that property, but <br />when the water got to tie the real problem area outside the development there would be more problems <br />there. She asked if the rate would be considered for what can be handled at the flooded area. Mr. <br />McDermott stated that it was figured for the developmental site. She believed that would be the problem, <br />since the problem is off site. Mi•. McDermott stated that they would have to consider the off site area. He <br />advised that the improvemeuts going on Clague Road now would benefit the area down stream. <br />Councilman Miller asked ifthe H.V.A.C. units on top ofthe building would be sluelded. Mr. Gross stated <br />that the uuits usually have to be 10 foot away from the coruer of the roo? but there is no way to conceal <br />the equipment for people who are looking down at it, because these units canuot be totally screened. <br />These uiuts are a light green-gray which will blend in with a gravel roo? or they can be painted black to <br />inatch a built up roofiug, makiug them less visible to the people on the upper floors. Mr. Niiller would like <br />a fence or wall around the units to give it some continuity. One of the developers stated that painting the <br />uvit to match the roof would camouflage it. Mr. Spaulding was concerned about noise pollution for the <br />people who will be moving into the rear property, trash pick-up, deliveries, etc. He was advised that the <br />3
