Tallon requested that all the lights facing the perimeter of the property be shielded so that the intrusion of <br />light does not pass the bou.ndaries. It was clarified that this would be for Brookpark and the portion o <br />Country Club where Victoria Plaza is located. Mr. Root did not believe that would be a problem. Mr. <br />Brennan questioned how they could be adding 235 parking spaces without reducing their size and was <br />concerned that more cars wou.ld have much greater unpact on the traffic, especially during Christmas. Mr. <br />Ricks explained that more stalls can be added in each aisle by angling the spaces and the plan confonms to <br />code. Mr. Brennan asked if they were addressing the problem of stolen cars since insurance rates have <br />gone up because of the thefts from their lot. Mr. Bressler stated that a minor percent of cars were stolen <br />compared to the millions of cars that come into the center. Mr. Ricks believed that the new lighting would <br />be a deterrent. Mr. Tallon asked if they could do anything to improve the entrance on Brookpark Road <br />which is a suicide lane since the access lane was too short. The developers agreed to study this. Mr. Ricks <br />clarified that they do not intend to disturb the traffic flow during the holidays, so some of the site work <br />would be done prior to the holidays, and completed when the weather breaks in the spring.. Mr. Herbster <br />noted that the walkway from Kaufinauu's and the plaza is not shown on these plans, and believed it would <br />be dangerous to elimiuate it. He pointed out that if they included it, they would only lose 20 parkiug <br />spaces. Mr. Tallon noted that it had been in the previously approved plan, and believed that it was <br />imperative that it be reinstated. Mr. Ricks agreed. It was clarified that a new lane was being constructed on <br />the south west portion of the parking field off Country,Club Boulevard in order to stop people from <br />cutting across the parking spaces. Mr. Ricks advised that there were handicapped spaces in front of every <br />entrance and the plan conformed to the ADA requirements. He recapped the stipulations. Mr. Tallon <br />clarified that the intent was to shield the lights in order to get as close to zero foot candles as possible <br />where their property lines are adjacent to residential property. He further clarified that they wanted the <br />owners to study the condition at the Brookpark entrance, but that was not a condition of this approval <br />Building Commissioner Conway explained that the Fire Department would check the fire hydrants durinL <br />the plan review. R. Tallon moved to approve the request of Great Northern Mall, property bounded by <br />Brookpark Road, Great Northem and Country Club Boulevards for a site improvement plan which was <br />originally approved by planning commission June 12, 1990, with the inclusion that the photometrics are to <br />be zero at the lot line through shielding for the property's own lighting, not the street lighting; the <br />reinstatement of the walkway between Kaufmann's and the Plaza; and that the owners take a look at the <br />entrance to see what can be done to help alleviate the problem of the short stacking lane. The motion was <br />seconded by K. O'Rourke and unanimously approved. <br />N. NEW DEVELOPMENTS AND SUBDNISIONS: <br />1) Fortney and Weygandt Lot Consolidation Plat. <br />The proposal is to combine Permanent Parcel Nos. 233-6-11 and 233-6-15 into one (1) parcel, which is the <br />site of the proposed Fortney & Weygandt Office Building. Location is the south side of Bradley Road, <br />west of Wild Oak Drive. Zoning is Limited Industry-Industrial Park District, entirely. <br />No representative was present, proposal was tabled at end of ineeting. <br />2) Gary Case & Thomas Benedict Lot Split and Assembly Plat. <br />The proposal is to re-align ("square off') the rear area of permanent parcel nos. 234-14-12 (The site of the <br />proposed Stylin' Concepts building addition) and 234-14-19, which is adjacent. Location is the south side <br />of Lorain Road between Christman Drive and Barton Road. Zoning is Retail Building, General, entirely. <br />Mr. Case, ovvuer of Stylin' Concepts, advised that he was just realigniug his property and the Benedicts <br />lot to the rear, since both lots have a sharp point and by trading these points of land the rear property line <br />will be squared off. He does intend to install a fence along the back and along the north/south side of his <br />2
