Mr. Benedict was present and agreed to the proposaL Mr. Miller, who owns the property to the <br />west, had been out of town and was not familiar with what is being built: He is concerned because of the, <br />tractor trailer traffic that is on his property now. Mr. Case explained that a 6 foot fence would be installed <br />along their common property line and offered to show him the plans. Mr. Miller had no problem with the <br />lot split. T. Brennan moved that the Gary Case and Thomas Benedict Lot Split and Assembly plat be <br />accepted to re-align ("square off') the rear area of permanent parcel nos. 234-14-12 (the site of the <br />proposed Stylin' Concepts building addition) and 234-14-19, which is adjacent. Location is the south side <br />of Lorain Road between Christman Drive and Barton Road. Zoning is Retail Building, General, entirely. <br />The motion was seconded by T. Manning, and unanimously approved. <br />3) Bridgeport Village Subdivision (No. 2) for Whitlatch and Co., Preliminary Plan. <br />The proposal is to subdivide Permauent Parcel No. 231-11-43, located to the north and west of the Maple <br />Ridge Road/West 231 Street intersection and adjacent to the Residential portion of the previously <br />approved (Prelimiuary Plan, only). Bridgeport Village (Whitlatch) Subdivision, into seven (7) residential <br />lots plus a proposed pond area, and includes the west extension and dedication of Maple Ridge Road. <br />Zoning is C-Residence Single, entirely. <br />Mr. Basalla, Whitlatch and Conapany, explained that earlier when they had obtained preliminary plan <br />approval for a 48 lot subdivision located between West 231st and Clague Road they had indicated that <br />they were negotiating for the 5 acre parcel to the north. They have now concluded their negotiations and <br />are submitting the plat for 7 lots on a 5.4 acre parcel with over half of the property being dedicated to <br />storm water management. They are proposing an above ground facility which is basically what has been <br />there since 1991 when the city obtained an easement from the owner in order to do some improvements <br />which included deepening and widening the Rice ditch and converting it into a retention ditch. One side of <br />the ditch runs along the rear properiy lines of ' Westchester Drive and both sides go directly down to the <br />bottom. During previous discussions the residents referred to this negatively as a wash. Their proposal <br />would pipe in the ditch and move the above ground capacity to the western end of the site. They have also <br />presented a grading plan and a landscape plan which shows maintaining the existing trees along the westem <br />edge of the property, saving as many as possible on the north and south; and filling in the other portion <br />with proposed landscaping. Their calculations indicate this facility would meet the retention needs of both <br />Bridgeport Village I and II as well as providing additional storm water capacity for the city which should <br />address some of the storm water problems in the area. He presented pictures of a facility in Westlake which <br />is similar to what they are proposing with about the same grade on the side slopes. He noted that it would <br />be possible to mow it under all conditions and the concrete channel in the bottom would allow for a low <br />flow conveyance through the facility. He did not believe this was creating an above ground facility, it was <br />mainly a matter of relocating and improving what is existing. He considered this a win-win situation for <br />everyone because it will eliminate the eyesore ditch that is rnnning along Westchester Drive; it will allow <br />the city to address some of its storm water problems; and is economically feasible for them to do it. If they <br />go to undergrou.nd retention, they could not offer a capacity beyond what is required by code. Mr. Tallon <br />noted that the pictures show a nice, well kept facility along a major road, but there are many more in <br />Westlake in residential areas which are not easily accessible and are not well maintained. Mr. Whitlach <br />stated that they have attempted to design a facility without the flaws that plague many above grou.nd <br />retention, specifically extreme side slopes and no slope on the on the bottom. They have discussed this with <br />the City Engineer and the Service Director who would like to see the slopes flattened out to a five to one <br />grade which would be extremely mowable. They also intend also create a home owners association, as they <br />have done in other communities, which would be responsible for maintaining the facility. Originally, they <br />had intended to ask the city to handle the maintenance. Mr. Tallon had no problem with the seven lots, but <br />he did have a problem with the open retention and asked if they had an alternate plan. Mr. Basalla stated <br />3
